Ml I The BoatoBi VFaekly Freaa. IT "KBIMMlf." " Perhaps I can entertain ion with a per sonal paragrapn or two concerning the weekly newspapers of this city. The beat one is The Commonwealth. Years ago there was a dally with this name, edited at various times by F. W. Bird, Eliiur Wright, John D. Baldwio, William & Robinson, Joseph Lyman, Charles List, and other radi cals. This was merged in the Dailj Tele-grapli, at first edited by Hildretb, the histo rian ; and tnis at last died, or waa swal lowed up in the consolidated Traveller. The present Oommonmallk may be said to be its euocesaor, as it repreaenta the same olaas of r men na opinions, lis editor is Charles IV. Btaek, who is u radical, but not too muoh so to be chosen Alderman of a conservative oily. The Libtrafor is about to give up the ghost, even if it ia not already dead. Mr. GarrieoQ took his composing stick in hand last week, and set up canard's contempti ble proclamation of a magnificent aot, and 0 the Liberator goes out of existence triumphantly. It was Mr. Garrison's duty to labor for the adoption of the constitutional amendment, tor nobody in America has done ao much, br Inculcating false views-of the namro of the constitution as it was, to convince the people of its need of amend-1 ment. No doubt Mr. Harrison and Mr. Phillips have been conscientious in their belief as to the diabolical eharaoter of the old oomnaot. and aa o the imnrobabilltv of doing pirfeot anti-slavery work under it. No doubt also thta aonaoteatioua belief haa done an iuoalculablo amount of mischief, as all false opinions do. There was always enough anti-slavery in tha constitution to make this a free oountry ; nothing but the purpose W4S wauling, and now that Ihe pretended want of power is supplied, if tho purpose to enforce it is still wanting, Mr. Garrison's pesan will turn out to have been premature. Slavery was abolished by the war and by the will of the people and there is reason to lear mat to no aingie DiaoK man in this broad conntry has there been any appro- eiable change of condition between the day before and th9 day after Seward's procla mation, as lor ine otner proposed constitutional amendments, it ia greatly to be feared that tbay will prove to be miachiev- Wu. inasmuoh as they will eerve the purpose of distracting attention from the vital question. If Congress is to be drawn aaide into a discussion of the proper basis of suffrage, it will lose Bight of the great questions of liberty and Justioe, whloh require ettlemenl, and whloh oannot be settled by any now provisions as to representations. Eighty years ago there was an attempt to bribe Ihe slaveholders to give np slavery . by saying to them, give it up and you shall have two-fifths more representation than otherwise. But the "voluptuouaneas ot tyranny" tho luxury of man-owning and woman whipping waa too muoh for this, and I he j paid no heed to tbe temptation. If anybody auppoaoa the white traah of the South will put itself in danger of being outvoted by the blaoka and so of losing its present ohance of mi. king laws for the oppression of the hated class, for the sake of getting a fuller reproaentation at Washington, they ate probably under a delusion. At any rate the change will be very gradual. Unless it is made tolerably certain that the proposed amendment will have (he , desired etfeot at the South, i. e, induoe the "governing classes " there to enlarge the suffrage, I see not how New England members or Congress oan consent to a proposition which muat diminiah their political power in proportion to that ef the West. But I am losing sight of my neWBpapara. The Saturday Evening QaittU, the Exprett and the Jlerald, are our Sunday papers. The first is edited by W. W. Olapp has recently disposed of the ownerahip to Mr. OoodselL The Herald is an adjunot of the daily of Ihe same name. ' The religious papers, such as the Cbayr-gatimanit, and the Watchman, are getting to be very lively and enterprising, and if W I not quite so secular and politioal as the Independent, very nearly so. It will be a long time before some of the contributors to these papers have D. The Recorder stands up more strictly to the orthodox atandard, I believe. The FilnrM is the Epiaoopalian paper, but, having enough of that style of presohiog in Bev. In spils of the removal of the Ohrietian Stammer to New York, oriticlsm still lingers here in the shape of our venerable Quarterly, tho North American. I believe this is independent as the lot of humanity will permit. Mr. Lowell ia a radioal turned oonaorvative, and Mr. Norton is a oon- servative turned radioal, ao eeoh has the benefit of experience, and that tolerant feeling for old errors whioh is indispensable to a oandid judgment. Mr. Norton will have an article on the President's message in the Jnsusry number, Parton one on Henry Clay; F. B. Sanborn, Secretary of our board of S ate Charities, one on Prison Discipline; Wm. D. Hartford Prut. Tbe I'nblle Debts of alia World. The publio debt of the United Stales is often pointed at by the enemies of free In' stiuttioas as the most formidable evidence of thel impotency of republics to deliver the masses of the people from the incubus of such onerous national obligations. But the publio debt of this immense oontinent is not even as large aa that of the small ialands constituting the Uaited . Kingdom of .England, Ireland; Scotland and Wales, although the. civil war - in wnioh this country baa been engaged during; the last four years ex ceeded in the magnitude of armies and fleets all he wars fought in tbe old world during tne present century. 1110 following tame purports to give the latest estimates of the publio debts of various nations : ' An. It muat be borne in mind that the Amerioan continent is nearly four limes as large aa Europe, and aotually constitutes about three-tenths of the dry-land surfnoe of the globe. It is not too much 10 say that after few generations tne united BtaleB will contain a population of ahundrcd millions, and the greater ratio of the inorease of our population and or that ct our resources must be duly considered if we would arrive at a proper eatimate of the proportion of our public debt to those of the old ooun- tries. If wo wero doornail, like the Euro- peana, to be saddled for all elerniiy with an enormous (.-ublio debt, lit coueoquenoo of our maintaining a large jtauding army, wo ahould be ablo to bear this burden with much greater elasticity, considering the daily addition of the labor of European immigrants to tbe national resouroes, and the oonatant Increase in times of peaoe of the national wealth through the progress or industry and invention But there is no rear or tne puoiio debts becoming chronio incumbrances in the new world, as they are in the eld. Our armies have been rapidly disbanded ; our navy is being restored to a peace fooling; and while at the end or tuts century curopewm be more and more groaning under tbe old load :of indebtment, America will in all probability be altogether relioved from publio debts. It will then be Been that the power of honorable labor in the midst of free institutiona ia not only magical in pro moting Ihe educatioual and moral develop ment of the race, but aleo in saving litiure ages from the necessity ot' bearing forever the buideus entailed by tho expeditures of their predecessors. Lee arc thoroughly and radically loyal, and that their Utile indiscretions of the last four ysars were no very gieat crimes at the worst, and this being their first offenoe at murder and treason, Bhouid be forgiven, audi that the erring States of the South, having been forced to secede through the demoniacal influence of the teachings of George Washington, and the praotice of the anti-slavery Quakers and Puritans, should be dealt with lightly, and this too being their first offence, ahould be forgiven without punishment I Our most worthy President, with this humane view of thiaga, has decided that Virginia ia thoroughly loyal I It is well to have some sagaoibus statesman at the head of affairs to lot the people know how loval they really arev Our Congressman, Mr. Pendleton, de-clared, the other day, that it was a special diapeuBation of Providenoo that killed the Yankee uen. wadawortn, alter having en- oamped on hia farm and burned his fence rails. 1 The loyal Legislature of this loyal State, the other day, passed a bill (0 provide for the rebuilding of a certain "Court House afnfroyed by the enemy." Ml I The BoatoBi VFaekly Freaa. W. Olapp, Jr., whose father established it ever go many years ago, and Mrs. Partington ia ens of his assistants. Col. I). appended .to their names Indeed I have lost confidence, to some extent, in these papera aa representatives of religiona opinion ainoe I aaw one of my own artioles, in one of them, on a ocular topic, quoted aa the judgment of "the rellgloua press." The Recorder stands up more strictly to the orthodox atandard, I believe. The FilnrM is the Epiaoopalian paper, but, having enough of that style of presohiog in Bev. Dr. Huntington's Traveller oolumu, I do not search for the rTiweai, ) jno wniwiiiwi buoobuus mr. nniitemore s Trumpet, or 'The Gospel according to Tom," aa George Bradburn used to oall it. The Regieter, the Unitarian organ, I believe has lately ohanged hands but here I break down you sse, for I really know but little bout these sheets, so I will step. , rikioDioAi, trrgBATtiBi. D. Howells one on Mantus; and among the other writers are Bussell Sturgis, Jr.; Simon Newoomb, Douglass Campbell, Rowland -G. Hasard, T. W. Hig-gineoD, and John 0. Gray, Jr. It is alwavs .he safest to puff your book or magaslne on the " strength of ite table of contents, and in this eaee there is little if any risk. The Atlantic and Toung bit are already old stories, four readers not only know the tables of contents, but have enjoyed Ihe reading of the articles. The portrait in Ihe Utter givw us an example of what must be, i ' ,- ; : ll'auppaae, a psychological truth, to wit that wrilinn for Toung Folia mikes an u. toor look lounr. jura. Btowo tu louna what Ponoe do Leon fought for, and I anti oipate a rush of all elderly ladiea towards tna ailumas of tha uoaton organ or jot. ualliT. But. after all there ia ao much fun In the atorr or the nen tnat natonea auokt, that the writer must for the time being hare been "tranalated." Gail Hamilton, in the Atlantic ia Tery prony, and I adriie her not to set photographed in the attitude of writing for that wort. The Examiner, anile of its removal to New lark, has a Uoaton omoe at walker Fuller's, and meet of its artioles are by Boston men, to wil: E. E. Hale, John Weiss, James Fmeman Clarira,' W. K. Alier, and ( thlskVA. J. Warner. Of oourss "Liberal CUristiaaity" must still and its prinoipal defenders here. Borne of our Unitarian clergymen. .howsTsr, are setting exoeed ingly liberal. I hear of one,, (but he, I am gild to ear is a New Vorgcr.) who preaohed at Plymouth an Sunday forenoon, and play ed oroquet with the girls In Ine afternoon. Chicago Republican. Toe Aflnota cooildeaoa. Our worthy President has become satis fied that Mr. JuJah P. Benjamin and Gen. Robert B. 1 The loyal Legislature of this loyal State, the other day, passed a bill (0 provide for the rebuilding of a certain "Court House afnfroyed by the enemy." Away down here, in our diatrioL composed largely of honeat loyal adored citizena, people are inolined to believe such things treasonable, and fear lest our most worthy authority at Washington Is inflating the balloon of reoonstruotion too rapidly. It mast be amusing to the brilliant minds at the National Capitol to see what ridiculous ideas the Union men and oolored peo- nle tke of National anaira. We have bu idea that the Union men should govern the South; that the Union men be allowed to vote; that the colored men wno lougnt ror the Union should not be made slaves to the while man who fought against the Union; that the men who aided the eaoape of onr ildiers from rebel dungeons should not be driven from the polls by men who kept blood hounds to hunt down the starved Tankeea. We are ao ignorant as to believe that riyaf and juetiee should be the polioy of our government. We find we are wrong ia our ideasl We find that the South are perfeotly loyall We find that the true policy is oonoiliationi that justioe is intended only for small crimes, and not for treason! We live to learn, and wo would not be surprised at any time to reoeivo a proclamation from our worthy Executive announcing that it was the intention of Deity to sanctify ain aa a means of oonoiliatlng Satanl Samptm ( Fa.)
