The Sun asserts that the adminiatralion ol President Uraut has opened negotiations with' the present government ,of Spain for the independence of Cuba. Ueu. Marshal Harlow, acting under the general commission of preserving the neutrality laws of the United Slates, this morning caused the sei.ure of eight gunboats recently built by order of the Spanish Government, and lying at the Iron works of Delnmetcr & Co , ut the foot of Thirteenth street in the East river, on the ground that he believed they were intended te be nsid against Peru. The rest of the fifteen built here having been removed to Green Point, L. I., deputies were scut there to effect a seizure. The Marshal also despatched olllcers to Mystic, Connecticut, to seize llfteeu additional gunbouts constructed and being lltttd out for Spain, it appears that representations were made to the Marshal that the vessels were Intended to violate the neutrality laws, aud that guns would be placed on board of each before leaving for their destination. Joseph Carver William Phillips, now liv ing within Uirce miles of this place, was born In Huntington county, New Jersey, on the 4th of July, 17112 and lias entered upon his 78lh year. He was a musician in the war of 1H12, under Col. Bamhrlilge, stationed on the frontier In the Green Bay country, In Gen. King's command. He also was a soldier In the late war for the Union, under Gen. Rnsscan, ami lought in the battles of Murfreesboro and Shlloh, He was detailed to accompany a scouting party, numbering HI men, to the vicinity of Andersoiivillc, where they were attacked anil 1H of thcin killed. Mr. Phillips' was blindfolded and carried away. He was placed on a vessel and was not nc. mltted to see the light for 21 days, when lie wits tlropied on a small Island among the Went Indies, containing only lOacres of land. This was on the llth of Scptcmlicr, 1MI4, Thin: he remained lor more than three years, solitary ami alone, when In October, 1HII7, lie was picked up by a sea captain, named Charles Dilmun, from New Orleans, who steered that way In search ol fresh water. In all this time he never saw the face of a huiiinu being, nor ute any cooked Itssl. Ills sustenance, consisted of oysters, oranges, straw berries, grapes and other fruits of that climate. Most of the time he was entirely naked. He was without company, save two pups, thrown ofl'wlth him, which grew to lie large New Found-land dogs. He came to this place, from liOiilsvllle, In August, 1W7, drlviug a team of dogs to a two-wheeled chaise, having made over lirty miles a day during the trip. Tho old gentleman related these circumstances to us In our sanctum on Taes-tlay morning last, ami says they can lie verified by many living wlHiossos, whom he readily named. Rossini's La.inks.
