B. 87 Grading the salary of County Treasurers according to the population of their respective counties.Mr. Wade moved to amend by providing that the Treasurer shall receive 700 for each 10,000 Inhabitants In bis county, and In the same proportion for any fractional part thereof; hut la no case shall the salary exceed $7,000, ine question was then taken upon Mr. Dunbar's motion to amend the olll by making the salary of tha Treasurer In counties of a ponulatlon between 20.- 000 and 80,000, $2,000 Instead of $1,000 Mr. Joues argued In lavor of making the amount on the tax duplicate. A message was receive I from the Gov ernor transmitting the memorial of tbe Philosophical and Historical Society ol Ohio, lu relatluu to the manus riptaand papers of Ueueral Arthur St. Clair. The mi ssige was relerred to the committee ou the Slate Library. The memorial states that the manuscript papers ol Arthur St. Clair, consisting of letters, messages and documents, are now In the custody of the Sheriff of Hamilton county, to abide the Issue uf a law suit pending among tbe hens of Uov. St. Clair, to ile'.ertnlne who of them shall have the pipers. Whatever may he the decision of the case, the result will be the sale f the papers. The memorial recommends that the State, avoiding the competition of a public sale, wlilcu inight scatter the palters, should become the purchaser of the entire collection, and give the Pnl-losophlcul and Historical Suciety the custody of the same. The amendment uf Mr Jones, proposing to legalise a rate of Interest as high as ten per ceut. on contract, being the pending question, It was opposed by Mr. Uubbi II, who thought It was in opposition to the will uf a majority of the people of the State. He conteuded thai the fact that tho law tiling a lower rate was firqueoily violated, was no argument against the law, but only afforded a renson why more severe penalties should be Imposed for sued violation. Mr Jenner made ao argument lu favor of six per ceut. as the legal rate of Interest, as a protection to the mass of the people, especially to young men. Whenever a high rate of Imerest Is permitted, as In Ohio, elulit per cent, on contract under tbe present law, the high rate will become the ruling rate. In regard to free trade In money, Mr. J. argued that ther- would he no limit to the r ites of Interest charged, hut In the necessities of the people, lie Insisted that a limit should be Ilied as to the rate of Interest bauks should be allowed to charus on loans. I'he Government of the United Suites Was trying to protect Itself by funding Its Indebtedness at a luw rate uf Interest. Mr. J. adverted to the argument that high Interest would encourage capital to come among us.
