The Internal Revenue Record of August 19tb, contains a decision of Com-mluloner Douglass, which will require the Immediate attention ot the nukera and holdera of Insorancel pollclea, In caiee where they are renewed by means of receipts given from year to year. It hu not been required, by the rulings of Commissioner Pleasanton, that these ret newal receipts should be stamped. This decision Is reversed, the new Commij. loner considering the continuing or newlog of a policy as a new contract, which, he holds, requires the same stamp affiled as the original contract, roller holders, therefore, will see the necessity . OT having the proper stamps Immediately allied to their renewal receipts, as they will not be valid without them. The de cision Is made lh the following letter : TraAsun? Sir: Walter Paine, Eiq., President or the "Merchants insurance uompany, Provl lence, hu written to this olllce respecting stamp doty on receipts renewing policies of insurance, when said receipts are made previous to the expiration of the policies, lie his been referred to you. The common form of renewal receipt .contains a contract or agreement continuing or .Mewing s policy. The law lm-'posts upon the renewal or continuance of any agreement or contract a stamp dnty equal to that required on the original Instrument (Schedule B, ot Stamp Duties, first proviso under Mortgage.) Any written contract, therefore, made In the form of a receipt or otherwise, which renews or continue a policy, requires the same stamp as the original policy. It makes no tlitTercnco whether such "renewal receipt" Is given before or after the expiration of the policy. A different construction would almost nullify the tax upon the renewal of poll-cles, one of the most Important Items In Schedule B, as renewal receipts are near, ly always given before tbo expiration of a policy. Y., the daughter of wealthy parents, eloped with a young man named Niles, a railroad engineer, and both proceeded to Cleveland, Ohio, and afterwards to Toledo. They were paiantd by an Inforl. atcd brother of the yooug laity, and In , the latter place, to avoid detection after ' the marriage ceremony had been per formed, the young lady arrayed herself in maie autre, in iota aisguise, eaa while selling apples, she pused her brother several times on the street without recognition on his part. 6hortly afterward, early In the war, the two went south to Nashville, Teno., where Nlles procured employment SB a locomotive engineer, his wife engaging as a fireman, it II keeping up her disguise. Between Nashville and Chattanooga a shot from a rebel Inflicted a serious wound upon the engineer, and he was taken to the Government hospital at lurfreesboro,Teun. tils wife followed, aud to her carefal nurslns Nllea owes his life. When sofllclently recovered to endure the bardhlis of traveling they returned to Cleveland. A few months later the alleged gold discoveries at alandock, Canada, attracted them thither, and the wife accompanli d her husband, still In masculine garments. The vicissitudes of her career, exposed to hardships and accident, were too severe, however, and a few weeks since she died at Cleveland after a brief Illness. Niles, who Is now In this city, Is a man about forty years of age, and does not refer to the hi role devotion of bis wife but In terras of the warmest admiration. How It Was Dono. The Internal Revenue Record of August 19tb, contains a decision of Com-mluloner Douglass, which will require the Immediate attention ot the nukera and holdera of Insorancel pollclea, In caiee where they are renewed by means of receipts given from year to year. It hu not been required, by the rulings of Commissioner Pleasanton, that these ret newal receipts should be stamped. This decision Is reversed, the new Commij. loner considering the continuing or newlog of a policy as a new contract, which, he holds, requires the same stamp affiled as the original contract, roller holders, therefore, will see the necessity .
