The Advertiser hears, on reliable authority, that official information has been received in St. Petersburg, that the Chinese have massacred 15,000 men, women and children at the Kashgariso, a town of Manas, .committing the moat frightful atrocities. The Daily Telegraph, Pall Mall Gar.9tto and the other anti- Hussian newspapers, take the same view of the Earl of Carnarvan'a speech, Wednesday last, aB did the Standard. Ibis morning the ntandard statod that England cannot, with due regard to En glish interests, accept the position that KusBia and lurkey can settle the terms of peace, subject only to European ratification. Some of the Earl of Carnavar on'a colleagues may differ from him on such questions as the justice or wisdom of the Crimean war, nut they are per.'ectly unanimous aa to tbe necessity ot tills country having a voice in the hnal settle ment. Wednesday and Thursday the Cabinet are understood to nave addressed tnem selves to sonio of the difficulties involved in the means for bringing their unanimity to a successful issue. The terms of peace are not now in them, and as represented here, they are much more moderate than was expected. According to one account, whioh is ac cepted in well informed quarters, the neu tralization of the Dardanelles is not even mentioned, but there is of a cession of territorv in Bessarabia to the old fron tiers. I suppose the independence of Servia and Koumania's accession of tern tory to Montenegro and cession of Baton m and Kara are a part oi tbe scheme. It is evident if the Porte has ground to hope that theentry of tbe Kussians into Constantinople would cause England to intervene, it would do everything to bring about that contingency by refusing any conditions of peace. Eastern War Notes, London, Jan, 4 From lettera written by Lady Slrangford, superintending the hospitals at Sofia, it would appear the Turks had intended not to attempt to hold the place. Lady Strangford writes she will remain, and believes be able to con tinue her duties without interruption or annoyance. The Turkish nurses have agreed to stay. What was feared was tbe disorder in the town, but the Turks have gone away quietly, and there is not the slightest panic, noise or trouble. The town will bs taken without resistance. This coincides with the information from the Turkish side about the move ments of their forces. All the garrisons in exposed positions beyond Bona have been gradually withdrawn and concentrated at Tkuleiman. The force at Kamarli seems to have been surprised and endangered by the Bussian llank movement upon Tashesen, but succeeded in escaping to Slalilzi, after a hard fight, from which place it can reach Tkhitaman by Topolvilza valley. It is not believed the Russian Genernl Gnnrko has sufficient force to storm the Tkhitman defile, or that such force could be supplied in the present stale of the Russian communication. The Journal Ds St. Petersburg says: Russia could not in the interesis of peace itself do otberwise than refuse all intervention anil make it clearly understood that rieoce must be discussed between the belligerents. The Journal points out that any injury by Russia to the Suez canal is quite out of the question, and if peace negotiations were opened now, Russian occupation of Constantinople would be equally out of the question. If there are any other points upon which British interests might be affected, they must be of minor importance and frank and loyal explanation between the Ku?sian and English Governments, would lead to an understanding on ti e subject without interrupting negotiations. Orders have been issued for a supply of sledges, bul by the time they are ready, the snow will probably have disappearid and the roads impassable from mud and water.
