A recent lengthy and elaborate paper in Blackwood's Magazine develops some topics lo connection with this subject, whioh are worthy of a pawing allusion. Tbe writer is thoroughly informed on this subject, and expresses himself witb great moderation and prudence. HadismUses summarily tbe theory that the mutiny in India Is in any respect a national revolt In fact, therejs no nationality in India, and the word national in the peninsula is "a mockery, a delusion, aud a snare." The Hin dus themselves are composed of some twenty native populations, which differ as much from each other in custom, laoguage and religionist tbe reveral nations of Europe, These popu- lions have never formed a nation, nor e confederacy; each village or comwunitytilft a mnoloipal government of Its own, and, its relation to the supreme government is ooly tributary. Tbie relation is kept up only aud exclusively by m Hilary power. So it ia not a national insurrection wbicb threatens the sovereignty ol England in Britalo, but tba defection of tbat organization upon which tba poasecsioo of tbe country is dependent. The Bengal Native Army, so lately the right arm of British power in ludia, ia exactly one hundred years old. The Brat battalion of Ben gal Sepoys wu raised aud officered by Olive in 1767. It was then a rude organic ttloo, but at tbe opening of tbe present year had risen to be a maxniAoent military force, containing 11 regiments of lght oavalry, and 74 of regular Infantry, with four troops ol hoise artillery and 2 battalions, of six companies each, of foot artillery. Augmented by irregular troops to tbe extent of 23 regiments ol oavalry, 7 battalions of Sikh infantry, and upwards of twenty otber corps, it was further supported by tbe con tin gents of various native Statsa, disciplined and commanded by officers from tbe regular regi ments. It now appears tbat no more than nineteen ot tbe regular native Infantry, and six of light cavalry, remain under arms in tbe Bengal army, and of these the Friend of India understood that not mora than six or seven oan be tbor oughly depended on. in lookiug to the causes whioh have led to the revolt or this splendid and well disciplined lores, the writer io Blackwood dismisses at the outset all idea ol Russian instigation, nor doee be attribute It to a premeditated conspiracy among the princes and people of ludla. Although dlsafleoiloo previously existed through a largo portion of tbe army, be aas.rts the real occasion of tbe revolt to be the greased cartridge grievance. So long ago as 17bfi, the moat formidable grouud ot discontent in tbe native army as It ia now wa tbe suspicion ol encroaenment on tbe native eattt, Jo 1782, iur r glments were broken lor mutiny, originating In a mistaken tu plcloo that thry were to be sent to jea, which, though in Itself no violation ot caste, entails so many difficulties in the observance of the prescribed diet aud ablutions, as lo be readily regarded in tbat light. In reference lo the g teased cartridge bustuesa, it Is positively asserted by the government that not a single one has been iasued to any native noldiuri irom Qrst to last. Tbe following is a brief reword of the occur rence whioh bas dispersed the Bengal army like a summer cloud: 1 In January last, a olaaaie or workman, at taohed to tbe utagaziue at Dum Duo (tbe artillery station near Calcutta), being leiuMid a draught ol water by a sepoy ol tbe ii Native lulautry, on tbe ground ol caale, replied: "iou wilt soon loss your caste, aa you win nave to bile cartri -gee coveied witb tbe fatol pigs and cows. At ibis p;aoe, also, ihuie la a depot ol mus ketry, where the native soldiers are Instructed in tue use of the Kutleld ntle. Toe ortndge lor tbii weapou is made ol a thinner, tougher paper tbau ibe old oue, and require to be greased ou tbe ball. 'Ibe auuvu remark having reach ed tbe ears ol tbe commaudaut, be iuqmttd aud louud tba new cartridge waa regaided witb geueraTtuapiuiou. Tue native cutumiesioued officers stated, but lu a miuuer perftctly respectful, tnat the mixture ueed in greasing tbe ball was open lo objeoiious, aua suggested the dee ol wax and oil. iiiey were assured tbat the gieuae was composed ul uiuiiun lat aud wax but tbey replied that a report to the Contrary bad spread throughout liidia, aud tbat it they touched it, their irit-uds would not believe tba explanation, aud would uot oal witb them. The matter waa immediately reported to uoveru- ini.nl, Geueral Hear, y remarkiug, that "though totally groundless, ti would be most difficult io eradicate ibe impression Irom the minds ol the uauve soldiers, who are always ruspiClously dispoed when auy change ot this soil, ailed lug themselves, ie introduced. Orders Wtre promptly Issued to allow tbe Sepoys to obtaio tbe iugredlents irom the Baaaar, aud grease tbe bullet themselves. But the report, actively circulated by emiana ries from Calcutta, loon spread far aod wide through the Indian empire, notwithstanding the proclamations of tbe officers, aod their disclaim ers o. any intention to Interfere with tbe cus toms and caste ol tbe country. Tbe objection to grease on tbe ball having been summarily got rid of, it waa transferred to the paper, wbicb was said to have the unclean mixture spread upon It. Every effort to explain the tro th was uselew : "Such was the anxiety, indeed, to remove all grouud of complaint, tbat a suggestion ol Major Bontein to tear off tbe end ol tbe cartridge with tbe hand, instead ot bitiug it. waa promptly sanotioued, aud ordered to be introduced Into tbe plalooo ex-roise of tbe native troops." Tbe regiments which reluaed to receive tbe cartridges were disbanded, and otherwise severely punched, measures wbLb served only to exasperate the already embittered feelings of tbt native troops. On the lOin of May, tba slumbering mine wai exploded at Meerut; tbe European resident! were attacked and slaughtered under circumstances ol great barbarity, while ihi ee regiments, without leaders or guides, made good their march to Delhi, a distance ot lorty miks, aud almoai without opposition, seised tba native oipital of the oountry. Such, in brief, Is a aucolool account of tbe leading oause wbicb baa led to the great Bengal Mutiny. Smali, Debts The piecent evil, says tbe Providence JournQt, Ie tbe want of coulldeuoe in those wio are entitled to oonildeoce. Panic is governed by no laws ; It sweeps through tbe system like a whirlwind; no one oan tell whence it cometb or wbiiber it guetb, aud its track Is marked only by tbe devastation tbat It leaves behind It. But an unfounded panic, or a paulo that Is unreasonably exaggerated, always strikes with the greatest force upon tboee who are least informed, aud least capable ol taking comprehenelve view ol the oauses, and of looking through the cloude of tbe present into tbe light of tbe future. Th ntgttet of utamlt blU is one ol the must prolific causes of this kind ol panic, and always Increases and extends It. Meu are apt to Kay Ibat lb y need all their mouey to pay their botes, aud that tbey oau upare nothing to pay their small bills. Now, iudupeudeut of tbe inlustioe of tbis, it 1h the Wirt poeilbie policy. Individual aud public Tbe mau who pays bis small bills punctually aud cheerfully, inspires confidence iu bis owo standing, and adds materially to tbe general relief. A bill of ten or twenty dollars promptly paid, may be the means of settling ten times ibut amouut lu tbe course of a day Tbere ire traders whom wboie receipts are io small bills, end wi o are driven to tbe banks if these bills are uot paid, and who oome upon tbe bank witb olaiuie tbat cannot be leeiated, and io competition witb the larger class ol customers, who unwisely withhold the supplies bo email in them selves, but so large In tbe agrpgaie. We hope our citizens gent rally will think ol this truth, so obvious, but not alwas regarded, tbat the prompt payment ot inall debts is one of tbe readiest and cheapest means ot relief that, can be applied. The Utile debts must be paid, at Buioe time, or other, and the present incouvenieuce oi prompt paymeot wilt be greitly overbalanced, not only in the general good, but in tbe confidence which It will secure lo tbe in dividual piyer.
