It would be aiffitult to find any mention now In tae columns of our cotcmporarirs of those Igns of a hard winter which were floatiug about month or two ago. Tbcy were venerable, but Ire.h In their application. The husks on the corn this rear were un usually thick in some sections. The birds and squirrels iu Minnesota, and the beaver is the unknown region where they are found, all had those peculiar ways which were said to be indicative of a tremendously hard winter. They must be rather sur prised M the result so far. The troth is, we suspect that the birds and the other lower animals are like a certain higher animal In their attempt to read the future well-meaning but sadly ignorant. They make all sorts of mistakes as well as the rest ol us. They are in such a hurry, soiut-timer, to anticipate the spring, that they get their feet frozen. They go to roost when there Is an eclipse, and have been known to mistake adrummondlight for the rising of the son. At the foot of light-houses cores of dead birds may be found in the morning afcer a darl, night, when, aiming at the pleasant light, probably, they have knocked out their brains against the glass or Iron guards. In short, birds are .de- lijihtiul little creatures, pleasant and in structive to contemplate, and wortny oi the beet treatment: but they are not prophets, their judgment is notcompre' hensive and sure, and they are not even calculated to supersede the Old Farmer's Almanac. Tbe Great Stokm. Probably the inoH remarkable storm ever occurring in this locality at this season of the year, visited Ui on Sunday night. The prelude to the night of terror was inaugurated on Sun day afternoon, and was fallowed by about sixteen hours of almost uninterrupted bursts of rain, hail, snow, wind, thunder and lightning. On Monday morning, be tween the hours of two and six o'clock, some ol Uie Heaviest ourous ui muuuer - . i . . , . i. ever observed by our old Inhabitants In mid-summer were repeated, and flashes of lightning rivaling that of tropical squallss in intensity, illuminated the entire visible space of nature. In the houses of many of our citizens women and children, awa kened by tbe terrific crashes and grindings of the thunder bursts, arose from their resting places and pleaded frautically to fathers and husbands for protection. Mean while tbe rain and hail tell incessantly and apart from tbe roaring torrents in the gutter., dripping ceilings in bed chambers and snapping of tree branches ou the grounds of family residences and on tbe public highways, the horrors of the night were aggravated in many sections ol the city by the sudden flooding of cellars and basement rooms of homes, r or hours all was confusion most dire, and not until the last grand thunder crash at 0 o'clock yee terday morning, did the community relieve Itself from the painful apprehension that a great calamity, the result of the fearful storm, was Imminent. The great flood in the Scioto Tlver Of 1847, remembered by'very' many of our citizens as one vrv . tle&irticrtve to the property of a large number of farmers and others, has at length beenj j eclipsed. In conversation with a number ol our most responsible people, those Who carefully noted and recorded the bight of the water in 1847, we find them all agreeing that the present flood isot greater magni tude than that of taenty-threo years ago. The rise now under consideration was rapid. On Sunday morning tbe Scioto had, fin a great measure, receded talis usual dimensions at this season of tbe year, and the owners of bottom lands were already congratulating themselves upon the supposed v Isitation of the regular January flood" a few days before, which although destructive In many sections, was not much of flood, as com pat ed with its early and gigantic follower. Tbe heavy rain storm, which began on Sunday aftei noon and continued with unabated violence throughout the night, manifested its effect upon the river yes-' terday morning. It was soon reported throughout the city that a flood was raging in the Scioto and Oientansry, and hundreds of people visited the banks of the former In order to obtain a view of the situation-From the penitentiary on the east banks of the Scioto, to the foot of Friend street, every available stand-point was occupied, and wherever a position could be procured on the' west bank, crowds of interested spectators were drawn together anxiously discussing the absorbing question of the flood. 4 . , Tbe Scioto was, to use tbe language of an enthusiastic looker-on, " booming boss high." Its muddy current, thickly strewn with lences in sections, hay and fodder stacks, logs and trees, dashed wildly on at a rateof ten miles per hour, forming a scene at once grand and terrific. The roar and surge of the rushlug waters added to the general efiect, and the people looked npon a genuine flood upon the Scioto on a rampage. VIEWS Or THE FLOOD Of an admirable nature were furnished from the dome of the State Capitol, and from the roof ot the Court-house. That from the dome of the Capitol took in the vast range of land to tbe northward and westward ot the penitentlnry, which presented the appearance ot an unbroken lake as far as the eye could reach. From this point a,) so, could be seen the furlons course of the great break, which occurred near tbe State quarry, and took Its way through the rich bottom lands at the base of Sullivan's hill, finding an ontlet again into the Scioto at Mohl:r's dam. This mad race really constituted an island of all that lind lying between the mouth of the Olcntangy on the north, the Scioto on the east and south, and the track marked by Its own course on tne west. This island, occupied in part by West Columbus and the town ofFrankllnton was, with that space excepted, almost entirely covered with water. From this point also could be seen the engines of the Columbus, Chicsgo & Indiana Central Railway, moving appar ently on the unbroken surface of the im- promtu lake, to and from the threatened bridge across the OlentaDgy. From the roof of the Court-house the great bottoms southeast of the city were plainly discernable, or rather their suppos ed location was observable, as they were entirely under water, and another vast lake met the eye of the beholder. From this point also could be seen the mad rush of the "break" from the region of the State quarry, and its plunge into the Scl ot-i at Mohler's dam. ' ' '' THE DESTRUCTION OF FBOFEBTY By this flood must have teen great. Fori hours long lines of corn fodder, and in many esses corn in shock, lonar lines oil fences, and countless fence rails, shocks of hay And straw, and numberless other artl- Mr.Reinbard introduced an ordinance cles covered the surface of the river. ''' Information received from various points above and below the city represent the damage to farmers as very extensive. The upper part of the dyke above Mouy- peny's ware-house was also in great dan ger. Mr. Chadwick repaired thither with the Street Commissioner and a force ol men, and by prompt piling and embanking, succeeded in preventing a bad break at that point. INCIDENTS were numerous, and some cf them ol a thrilling character. A man was standing with his wife on the kof he river near the west end of the Broad street bridge. His hat blew off and fell into the river, He jumped Into a skiff lying near and shoved out for bis hat, not perceiving that he was without oars. The frail skiff went down the current, followed by the fright ened wife on the bank, who begged pit- eously lor help to be ex'nded to ber hus band. The skiff was ior una' ely carried to the west bank of Ut river just before reaching the dam, and the union of bus-band and wife which followed was of tbe most decided character a Liaibj ut wen were cnxagcu uu luq lower floors of Fitch's warehouse, in hoist ing flour and grain to the upper stories when the rush of water on the west of tbe building showed that they were cut off. A heavy truck' was backed to tbe building but this was swept around before they could jump upon It, and it required several trials and changes of position before tbe effort to rescue the men was successful TBE STAND STILL - Ol the flood was observed at abont eight o'clock last evening, and hosts of men whose property was In Jeopardy, breathed easier. Thompson. 1 Mr. Uncles nominated Mr. R. Chadwick. Mr. McDonald nominated Mr. T. Corn-stock.Mr. Frankel nominated Mr. E. B. Armstrong. r i Mr. Thompson offered the following resolution:. . . After the seventh bailor, on motion of Mr. Under, the Council took a recess , cf twenty-five minutes. Tbe time of the recess having expired, tbe council was again called to order by Mr. Relnhard, and the balloting proceeded. The result of tbe eighth ballot was as follows: Armstrong, 3; Chadwick, 2: Corn- stock, 3; Thompson, 5. At the elose of the fifteenth ballot, which resulted In Thompson, 6; Armstrong, 6; Donaldson, 1; Comstock, 1 and Chadwick' 1, the Council, on motion of Mr. Donaldson, took a recess of fifteen minutes. On reassembling, at the close of the recess, the balloting proceeded, with the following result on the sixteenth ballot: Armstrong, 3; Chadwick, 1; Comstock, 3; Thompson, 6; Beeney.l. At the close of tbe twenty-third ballot, which resulted, Thompson, 6; Armstrong, 3; Suydam, 3; Smith, 2, Comstock, 1, the Council, on motion of Mr. Beekey, took a recess for fifteen minutes. On reassembling, at the close of the recess, the balloting proceeded, with the following result on the twenty-fourth bal lot: Thompson, C: Armstrong, o; Com stock, 2; Chadwick, 1; Smith, 1. Mr. Thompson announced that he hud not offered himself as a candidate tor the Presidency, but had merely consented to tbe use of bis name on application of friends. He then. At the close ot tbe forty-sixth ballot, which resulted in Reinhard, 7; Donaldson, 3; Chadwick, 2; Thompson, 1; Fraukcl, 1; the Council, on motion of Mr. McDonald, took a recess for ten mlnute. On reassembling at the close of the recess the balloting proceeded witb, the follow ing result on tbe forty-ninth ballot: Donaldson 10; Frankel 3; Armstrong 1; Chadwick 1 Mr. Donaldson was declared duly elect ed President of the City Council, and was conducted to the Chair by Messrs. Thomp son and Armstrong. Those voting for Mr. Donaldson were Messrs. Beekey, Caren, Chadwick, Knopf, Reinhard, Smith, Suydam, Thompson, Un ties and Wall. Mr. Frankel received the votes of Messrs. That hereafter the Fire Dd- partment will not be allowed to use their PPratus at any fire outside of the corpo- ration line, except by positive orders of the Committee on Fire Department; and that if any damage to any part of the ap paratus belonging to tne city snail occur, the party having the benefit of said Department shall pay all damages and expenses, and that all such damage and ex pense shall be collected as other claims in favor of tbe city are collected. I propose, first of all things, to say that I always have had the highest re gard lor Mr. .bcKoarac as a gentleman and musician, ana nave never (uougut otat-temDtina- an injustice of any kind to eltbur Mr. Eckbardt or tbe Philharmonic Society; but I don't feel as though I could afford to commit musical suicide for the benefit ot Messrs. It would be aiffitult to find any mention now In tae columns of our cotcmporarirs of those Igns of a hard winter which were floatiug about month or two ago. Tbcy were venerable, but Ire.h In their application. The husks on the corn this rear were un usually thick in some sections. The birds and squirrels iu Minnesota, and the beaver is the unknown region where they are found, all had those peculiar ways which were said to be indicative of a tremendously hard winter. They must be rather sur prised M the result so far. The troth is, we suspect that the birds and the other lower animals are like a certain higher animal In their attempt to read the future well-meaning but sadly ignorant. They make all sorts of mistakes as well as the rest ol us. They are in such a hurry, soiut-timer, to anticipate the spring, that they get their feet frozen. They go to roost when there Is an eclipse, and have been known to mistake adrummondlight for the rising of the son. At the foot of light-houses cores of dead birds may be found in the morning afcer a darl, night, when, aiming at the pleasant light, probably, they have knocked out their brains against the glass or Iron guards. In short, birds are .de- lijihtiul little creatures, pleasant and in structive to contemplate, and wortny oi the beet treatment: but they are not prophets, their judgment is notcompre' hensive and sure, and they are not even calculated to supersede the Old Farmer's Almanac. Tbe Great Stokm. Probably the inoH remarkable storm ever occurring in this locality at this season of the year, visited Ui on Sunday night. The prelude to the night of terror was inaugurated on Sun day afternoon, and was fallowed by about sixteen hours of almost uninterrupted bursts of rain, hail, snow, wind, thunder and lightning. In the houses of many of our citizens women and children, awa kened by tbe terrific crashes and grindings of the thunder bursts, arose from their resting places and pleaded frautically to fathers and husbands for protection. Mean while tbe rain and hail tell incessantly and apart from tbe roaring torrents in the gutter., dripping ceilings in bed chambers and snapping of tree branches ou the grounds of family residences and on tbe public highways, the horrors of the night were aggravated in many sections ol the city by the sudden flooding of cellars and basement rooms of homes, r or hours all was confusion most dire, and not until the last grand thunder crash at 0 o'clock yee terday morning, did the community relieve Itself from the painful apprehension that a great calamity, the result of the fearful storm, was Imminent. The great flood in the Scioto Tlver Of 1847, remembered by'very' many of our citizens as one vrv . tle&irticrtve to the property of a large number of farmers and others, has at length beenj j eclipsed. In conversation with a number ol our most responsible people, those Who carefully noted and recorded the bight of the water in 1847, we find them all agreeing that the present flood isot greater magni tude than that of taenty-threo years ago. The rise now under consideration was rapid. On Sunday morning tbe Scioto had, fin a great measure, receded talis usual dimensions at this season of tbe year, and the owners of bottom lands were already congratulating themselves upon the supposed v Isitation of the regular January flood" a few days before, which although destructive In many sections, was not much of flood, as com pat ed with its early and gigantic follower. Tbe heavy rain storm, which began on Sunday aftei noon and continued with unabated violence throughout the night, manifested its effect upon the river yes-' terday morning. It was soon reported throughout the city that a flood was raging in the Scioto and Oientansry, and hundreds of people visited the banks of the former In order to obtain a view of the situation-From the penitentiary on the east banks of the Scioto, to the foot of Friend street, every available stand-point was occupied, and wherever a position could be procured on the' west bank, crowds of interested spectators were drawn together anxiously discussing the absorbing question of the flood. 4 . , Tbe Scioto was, to use tbe language of an enthusiastic looker-on, " booming boss high." Its muddy current, thickly strewn with lences in sections, hay and fodder stacks, logs and trees, dashed wildly on at a rateof ten miles per hour, forming a scene at once grand and terrific. The roar and surge of the rushlug waters added to the general efiect, and the people looked npon a genuine flood upon the Scioto on a rampage. VIEWS Or THE FLOOD Of an admirable nature were furnished from the dome of the State Capitol, and from the roof ot the Court-house. That from the dome of the Capitol took in the vast range of land to tbe northward and westward ot the penitentlnry, which presented the appearance ot an unbroken lake as far as the eye could reach. From this point a,) so, could be seen the furlons course of the great break, which occurred near tbe State quarry, and took Its way through the rich bottom lands at the base of Sullivan's hill, finding an ontlet again into the Scioto at Mohl:r's dam. This mad race really constituted an island of all that lind lying between the mouth of the Olcntangy on the north, the Scioto on the east and south, and the track marked by Its own course on tne west. This island, occupied in part by West Columbus and the town ofFrankllnton was, with that space excepted, almost entirely covered with water. From this point also could be seen the engines of the Columbus, Chicsgo & Indiana Central Railway, moving appar ently on the unbroken surface of the im- promtu lake, to and from the threatened bridge across the OlentaDgy. From the roof of the Court-house the great bottoms southeast of the city were plainly discernable, or rather their suppos ed location was observable, as they were entirely under water, and another vast lake met the eye of the beholder. From this point also could be seen the mad rush of the "break" from the region of the State quarry, and its plunge into the Scl ot-i at Mohler's dam. ' ' '' THE DESTRUCTION OF FBOFEBTY By this flood must have teen great. Fori hours long lines of corn fodder, and in many esses corn in shock, lonar lines oil fences, and countless fence rails, shocks of hay And straw, and numberless other artl- Mr.Reinbard introduced an ordinance cles covered the surface of the river. ''' Information received from various points above and below the city represent the damage to farmers as very extensive. The upper part of the dyke above Mouy- peny's ware-house was also in great dan ger. Mr. Chadwick repaired thither with the Street Commissioner and a force ol men, and by prompt piling and embanking, succeeded in preventing a bad break at that point. INCIDENTS were numerous, and some cf them ol a thrilling character. A man was standing with his wife on the kof he river near the west end of the Broad street bridge. His hat blew off and fell into the river, He jumped Into a skiff lying near and shoved out for bis hat, not perceiving that he was without oars. The frail skiff went down the current, followed by the fright ened wife on the bank, who begged pit- eously lor help to be ex'nded to ber hus band.
