Description-Abstract	On April 13, 2010, the Ohio Inspector General's Office (the "OIG) received a confidential complaint alleging that the Ohio Department of Natural Resources ("ODNR") was misusing or wasting American Recovery and Reinvestment Act ("ARRA") funds. Specifically, the complaint alleged that ODNR's Division of Forestry (or "the Division") used ARRA funds to purchase personal protective equipment (e.g., saw helmets, gloves, and chaps) for Ohio Woodlands Job Corps workers. The complaint further stated that the Division left the equipment in dumpsters so workers could take it home for personal use, and bought new equipment instead of reusing the old gear. The OIG initiated its investigation on May 4, 2010.
