Description	These two 10.5" x 6.5" (26.67 x 16.51 cm) photographs show the Lockington Dam, an earthen embankment located across Loramie Creek in southern Shelby County near the village of Lockington. The first photograph shows the construction of the concrete conduit, while the second shows equipment being removed before the water came through the entrance channel of the hydraulic jump pool. The road across the top of the dam is a maintenance road closed to the public. The dam was built to temporarily store floodwater and has no gates or permanent pool. It is 6,400 feet long and 69 feet high and has two concrete conduits through the base of the embankment near the center of the valley. The conduits are sized to discharge a peak flow during an Official Plan Flood that can be handled by the flood protection levees and channels downstream. The remainder of the floodwaters are temporarily stored behind the dam and released over time. An emergency spillway is located directly above the conduits in the same structure. Following the 1913 flood that devastated the Miami Valley, a vigorous movement for flood protection began in Dayton. The Relief Commission quickly raised a $2 million Flood Prevention Fund and employed Arthur Morgan, who later was the first director of the Tennessee Valley Authority, and the Morgan Engineering Company to develop a flood protection plan for the city of Dayton. After some preliminary survey work, Morgan's engineers concluded that effective flood protection was too large an undertaking for one community and would require the cooperative action of the entire Miami Valley. Since Ohio did not have a law that would permit a regional cooperative undertaking of this nature, the Conservancy Act of Ohio was prepared and passed by the legislature on February 14, 1914. The day after the signing of the Conservancy Act by the governor, a petition was filed in the Court of Common Pleas of Montgomery County asking for the establishment of the Miami Conservancy District. In 2003, the district oversaw five dams, 60 miles of levees and 37 miles of modified river channels in nine communities along the Great Miami River.
