On the morning after the disaster in the Ohio State Peni¬ tentiary, which to date has cost the lives of 320 inmates, you requested Attorney General Gilbert Bettman to conduct an in¬ quiry into the circumstances of the disaster. Feeling that the situation called for findings of facts and conclusions thereon and that, therefore, more than one mind would be helpful, the Attorney General designated to sit in to make up an informal Board of Inquiry, First Assistant Attorney General Earl C.Shively, of Athens, Joseph A. Godown, Special Counsel, of Columbus, and Harry G.Levy, Special Counsel, of Toledo.
