Description	This petition by Tom L. Johnson (1854-1911) asks the Cleveland City Council for a street railroad franchise in the city. In 1879, Johnson was awarded the franchise over Marcus A. Hanna. The three-page petition measures 8" x 10" (20.32 x 25.4 cm). Johnson became mayor of Cleveland in 1901 and served three terms. He promoted a Progressive policy, argued for public ownership of utilities, and instituted various reforms. Before serving as mayor, Johnson established the Lorain Steel Company in Lorain, Ohio and served two terms as a U.S. Representative from Cleveland.
