Description
These
records
,
kept
by the
trustees
of
Clinton
Township
in
Seneca
County
,
contain
the
names
of
women
and
men
who
received
financial
assistance
from the
township
between
1897
and
1903
.
Each
entry
lists
the
name
of the
recipient
,
sex
,
age
,
color
,
birthplace
,
length
of
residency
,
reasons
for
relief
,
marital
status
,
number
of
children
, and
relief
history
. The
entry
also
includes
the
date
,
amount
of
money
received
, and how
it
was to be
used
.
Money
was
allotted
for
physician's
fees
,
food
,
clothing
,
food
,
funeral
expenses
, and "
miscellaneous.
" The
records
are in
two
volumes
measuring
9
"
x
14
"
(22.86
x
35.56
cm)
. They are
approximately
280
pages
each
.
Selections
from
both
volumes
are
included
here. The
first
legislation
regarding
public
support
of the
poor
and
disabled
in the
Northwest
Territory
was
written
in
1790
.
It
provided
for a
decentralized
system
in
which
townships
appointed
overseers
for
one-year
terms
.
Overseers
reported
"
vagrants
" and
people
who
were in
poverty
to the
justice
of the
peace
for
relief
.
Based
on
English
law
, the
Ohio
Constitution
adopted
similar
legislation
in
1803
. The
Ohio
General
Assembly
passed
legislation
allowing
county
commissioners
to
construct
poorhouses
for the
care
of
paupers
in
1816
. By the
middle
of the
century
,
most
counties
had
adopted
a
system
of
sending
the
poor
to the
county
home
for
relief
.
Provisions
were
made
,
however
, for
cases
of
partial
or
temporary
relief
if a
family
member
were
ill
,
temporarily
unemployed
, or were
working
but not
making
enough
to
survive
.
Townships
continued
to
provide
welfare
services
into the
twentieth
century
.
