Description	The United Church Board for Homeland Ministries (UCBHM) of the United Church of Christ was party to this amicus curiae (friend of the court) brief filed with the 6th Circuit Court of Appeals in the Zelman vs. Simmons-Harris school vouchers case. An amicus brief is a report filed by an outside party in a lawsuit intended to advise judges of important issues. The United Church of Christ has been active in the fight against public funding of parochial schools since 1991, when they passed a resolution opposing school vouchers. The document is 42 pages long and measures 8.5" x 11" (21.59 x 27.94 cm). Cleveland's school voucher program gave students monetary credits that could be used in any private school. In 1996, Doris Simmons-Harris, parent of a public school student, and others challenged the school vouchers program in Ohio court. Since the First Amendment prohibits Congress from establishing religion, opponents of Cleveland's school voucher program believed that this was in direct opposition to the First Amendment. In the 2002 Simmons-Harris v. Zelman decision, the United States Supreme Court found Cleveland's school voucher program constitutional. The Congregational Christian churches and the Evangelical and Reformed Church merged to form the United Church of Christ in Cleveland, Ohio in 1957. The Evangelical and Reformed Church merged as a whole denomination. Each individual Congregational Christian local church voted whether to join in the merger. The General Synod is a governing body of the national level of the United Church of Christ; it meets every other year.
