From ths Washington Chronlcls Ttie hearing of the application ol ha beneorput of Nina Burr to obtain her child from Polio Burr, the child's grandfather, wa returned jesterday before Judge VVjllo. Tbe Court had lofjrmed the parties that he would deliver h!a opinion yea terday, and at an early hour there was a good attendance of peraons at the court. Judge Wylle, upon the opening of the court, aald that since tbe adjournment he had engaged all his time In examine Ing tbe evidence which bad been taken before the Equity Court In the dlvoico case at presuut pundiog He, therefore, had not as much time as be desired to make a written opinion, lie spoke as follows: OPINION OF JUDCIB WILIS. Frank Burr, tbo object of the present proceeding, Is a cnlld about eleven moDti s of ao, son of Prank A. Burr and Nina ii. Burr. Tbe parents were married tbe 7ib of January, 181)7, at Havenna, Portage county, Ohio, the residence at that time of Mrs. Bun's parents. Prank A. Burr was tben a clerk In tbe Treasury Department of. tbe United btates. At her marriage Mrs. Burr was only nlneteon years of age. advertised roil A wira. Previously to their mtriligetbe parties bad kuown each otber, peisoualiy, but a few days; had never sccu eacb otber till he weot on to be married, lie was a church member, and a member also of the Young Men's Christian Association of this city, as well as a correspondent of one or more newspapers, lie took with him t? the West, oo tbat occasion, letters of recommendation from tbe iter. Dr. Unrley and otber gcuttcmco of high character and position. He bad puuliabol In some newspaper an lnvlia tlon addressed to young ladies, Inviting correspondence with a view to matrl mony. 1 have not found among the evidence In this case a copy of that advertisement. We are safe In assuming, however, that It set fortb, In the most favorable terms to himself, all tbe facts Just stated that he was a member of church and of tbe Youog Men's Christian Association, a clerk In tbe Treasury, &c. The Invitation met the eye of Miss Hpalding, and was answered. This led to a correspondence and an IxctiAKOB or pnoTooiiirmc I'oiitiuits and In a brief period a matrolraonlal en-gagement followed, neither of the parties having aten tbe other. Tbe marriage took place Boon afterward. It. was a .thoughtless and imprudent act oo the part of both; especially on ber part. Her parents seem to have made no aerlous opposition, tibe was an attractive, accomplished, and Indulged child, and was permitted to take tbe most Important of all steps in her life, uncontrolled by them. A DECEIVED WOMAN. After their marriage they came immediately to this city. Tola waa early In January, 1SU7. It was not long before she awoke from ber delusion, and began to realize the hopeless horrors of bur condition. Bbe ha 1 been reared In comfort, aod she found herself In straightened poverty. She bad dreamed ahe waa marrying a gentleman, and she found beiself allied to a man of Jealous and tyrannical temper, and of coarse and nn-aympathlzlog nature, title bad fancied she waa marrying a Christian, and fonnd him to ba A DHUBKAHD, A LIAB.AND A lITl'OCMTB. It waa enough to drive a girl ilka her to roadecs. She had Informed her father tbat she desired to leave tbla city and take her child with ber, and she saya sin Informed ber boaband of It also, aod tbat when ber father came to tbla city Prank Burr, In company with a colored detective, went and by force and strategem BTOI.B THS CHILD AWAY from her, and locked her father up In a watchbouae, where he was kept all tbe night. It waa astonishing that the human heart could have borne what abe did without belog crushed. Bbe then applied for a divorce, Burr undertook to retaliate noon bla wife by making charges which, If true, would blast ber reputation, and which tbe evidence abows were utterly falae. Burr put in en answer to tbe divorce, to which be made these charges, and then bail the answer printed In pamphlet form and distributed tbem to hli friends. Mho bad a right to Die ber petition, and I think abe bad a wooderlul forbearance In Lot filing It before. 1 see no vault in nan counsa. Ho ssld what ho did was after a cartful examination of tbe leatlmony. Tbe court must decide according to tbe weight of evidence, and the opinion which he had uttered was baae.l upon that evidence. In referring to tbe testimony of a man named Klchoita, he said be must be the greatest wretch on earth, and "I am satisfied that what be said la falie." Ills story Is wholly Improbable, aod sustained by no evidence. Mr. Mussey said that In Justice to his clients he would, as they had Instructed him, give notice of an appeal. Judge Wyile You bavs no appeal, sir, In tbla case, es It his been beard In chambers. A number of the friends of Mrs. Dnrr advanced and congratulated her lu her lust trlumnb. Tbe counsel for the respondents then took the child from Mrs. Hush (tbe slater of tho deceased frank liurr) and advanced with It In his arm to Mrs Burr. who took It carefully, and, after weeping bitterly, preaseu is iLoaa to in msou. The occurrence created the most In tense feeling In the court, aod was really an affecting scene. Tbe parties then a.naratol. Mrs. Hurr called Immediately at the office of her counsel and friend, and heartily congratulated mm on bis and her vlctnrv. Mrs. Burr left for New York last Blent. We ere In lectio! of a communication relative to thla case In wblcb the writer savs t 'in tbe Uhroelela of tbla morning 1 fled your report of the Burr case to read; 'Tbe mother waa frequently In teara, and waa removed twice on acooont of ber lond and pitiful sobbing, while tbe nrveent nosseeenrs of tba child aat on- moved.' The latter part of tbls state ment i uesirv to correct. There la a love and sympathy born of Uod, always better expressed In words and acta than In sobbings before a court and spectators." TO TUS OHIO STATS JOURNAL I The traveling public will know In the future, that Dresden Is one of tho terml nl of the Cincinnati and MusklJgum Valley railroad. Though nearly a score of years have psiscd awsy, aod she has with that honesty that characterize the Republican Admliistratlon, steadily paid the Interest, acd la now rapidly "lifting" the principal of (100,000 that she subscribed to tin Bleubenvllle and Indiana Railroad Company, with the jwmi tbat tbo road would pass Into the corporation. Alas 1 for human promises. The said road runs Its tlraight tin) north of the promised latitude, a mile and a half. Tbo Dresden cud of the Muskingum Valley railroad Las been, for about the spice of twelvemonths, extending Its long Iron arm, and to-morrow It will opan the palm of Its ferruginous hand, and give Zanesvllle, (one of Its suburban villas) a hearty generous shake. It gavo Zauesvllle, about forty-one years ago, on the com plctlon of tho slackwatir navigation connecting with the Ohio canal at this place, a hearty shako then, and to this day It never got over ahaklu with the agut. On tho completion of the V alley road link here, connecting at tbls point with tbe Pan-Handle route, wo naturally expect It to be tbe great through route to Cincinnati from tte East. And we naturally think now that the thing that will be detrimental and terribly burtful to Zsuesvllle, will bo Its nearness to Dresden. Columbus may Butter a little by taking away the gieat flow of humanity that otherwise would pass thtt way on tbe Pan-Handle routo. Wo will treat Zsnesvllle kindly, and let ber have the morning Dallies from Pittsburgh I could lead the reader into the misty le gends of this town and country, away back to frontier days, in Northwest Territory, when the Indian chief Login neiu man carnival on tue oaoKB or the Muskingum, and Wakatomaka, and all about tbe first white child boru In that vast territory, but 1 II foreco, und take up time with only tbe present. TOE POLITICAL BATTLE OIIOU.ND In Muskingum county, will be foogbt "mucbly" light about hero. Having lost by death tbo re-nomlnated Auditor on tbe Republican ticket, tbe re-called convention placed In line one of Dresden's most honest and capable business men. Like Gen. Uarfleid, whin young, ho sain ed an honest livelihood on the Ohio canal. Eopassaut, den. Gaifleld spoke to an entbnsiastic political meeting last week at this point, Interesting tbe Res publicans with his masterly eUbrt, and Instructing the Democrats with truths and Incontrovetlble facts. It Is a Provl-deatlal Inscrutability (I know not what else) In death removals, .to the old Wbig, and latterly to tlu Republican party, when wo com to think of the changes made by the great Destroyer. Uur kind hoarted Harrison was only In the Presidential odlce one month. The noble old hero Ueneral Taylor, only a abort year, and death claimed blm,aud conquered. Later, during Republican control, the people's good President Abraham Lincoln, was clutched In tho monster's laws, throngb the bands of tbe assassin Booth. But when the Democratic party "makes charges," It does so by Intrigue, scbem. ing process, attempting to gain, by what they would decide a coup d'ltat. Two yeata ago they, lo grand conclave assembled, selected Ueneral Rosecrans, thinking he would control enough soldier votes to make tbe ticket successful. He 'declined they had to change horses In the middle of tbe river. Thla year, they made General McCook their standard bearer. And now a portion clamor for a change at tbe head of tbe ticket. Bo here la my story lor application, like a mustard plaster, later. iloUnli. as the healing artists would say. Pat fves. It was Pat, euro.) bad to cross tho Mus kingum river, with the old mare; water was very deep; colt followed; when about mid-way of tbe stream Pat lost hold of tho old mare's mane; bo couldn't awlm; and lu sheer desperation, he grabbed tho coil's tail; bis comrade on the bank of the river, yelled to Pat to let go of tbe colt and catch the old mare by the tall. rat, sporting water out of bis well filled ahouttni tube, blubbered back his anaweri "faith, and 1 haven't time to change horses now." uj the Democrats th ok If thev haven't time to change horses now that McCook can hold fast by the coil's tan, and ds towed sstely across tbe political stream In safely to the guberna torial nankf We don't think so In (Elk's Eye) Muskingum. But I'll tell yon what McCook must do If bo ex pects to travel np tbe river with the oanncr ne is lien to, ne must calca hold of the old mare's narrative, sure, or else let go "all Holts," end tako a new de parture; swimming down stroam. where he may be picked up by the Republican wreck-boat, and tuudcrlv cared for. WAKATOMAKA Oettier il 1871. Donlh of tho Duchosaoi St Albana Bkotert or the Dtiko A Qllinpso i wo finuiiaa rtoDiniy. Ooe of the most charming ornaments of the English Coort has Just passed away In the person of the sweet young Duchess of Mt. Albans, who hsa died at the age of twenty-two. Her husband, the Duke, has long been ono of the "high bloods of tbe arlstocratlo society, and was at one time a notorloos boon companionsay the Poyns of tbe Prince of Wales, When bo usod to go on his orgies, sotee years ago. Tbe Duke, whou tne rnoce married, used lo flirt desper ately with the unsophisticated yonng Alexandre, rldlog with her in tbe park, and being assiduous In bis attentions to her at the opsra, where he was always to be seen lesnlog over the bsck of ber chair. He waa at that time a familiar Intimate at the Marlborongb Uonse, and being a very dark young man, with glistening black curia and a Byronlc aspect, was a great pet with all tho Court demoiselles. Among them waa Lady Bvbll Mary Urey, daughter nf (Jen era! Charles Urey, who waa attached to tbe Royal household; and was a y. .linger son ol the famous Earl Uny. The Duko having sowed his wild oats, became smitten with Lady rJybll, made a Duchess of her, reformed his life somewhat, took an active part In the House of Lords, and stems to hare almost alto, aether ceased his Intimacy with tho Prince of Wales. Ho Is now one of the "young pillars" of tbo advance Liberal party, and recently did an excellent thing by giving bla parishioners a church of which be held the right of presentation to the "llvlnn" onnortnnltv of choosing their own parson Instead nf cnooswg mm ntmseif. Origin and History ol llie Order 1 be Toggery Thiers Will Have ta wear. King Amadeua of Bpaln has signified his high consideration of President Thiers by conferring upon that venerable statesman the Order of the Oolden Pleeco. This Order is one of the most ancient and famous In Europe, havlrg been fonnded January 10, 1431), by Philip ill. Duke of Baraundy aad Aether- lands, on tbe occasion of his marrisge at Brugos with Isabella, daughter of iving Joan i ot rortugaii it was ao signed especially for tbe protection of tie noiy catholic Church, and the emblem chosen was supposed to typify purity of principle, as well as lo nitre honorable prominence to the stsple product of the low countries wool. PhlllD made himself Grand Master of tie order, and bequeathed tne dignity to bla lmmedlato descendants. At tbe death of Charles V, the house of Austria, tbrough the Burgundo-Bpanlsh line of succession, held possession of tte Order: but when the Spanish war cime to an end Charles VI laid claim to it, oy virtu, oi nia supreme antnortty in ti e Netherlands, and carrying awsy the archives, celebrated Its re Inauguration with great pomp at Vienna In 1713. Philip V of Bos In disputed tbe right of charlea to enjoy a mouopoly lu tbo business, and, after many quarrels on tbe subject, a compromise was finally effected by recognizing tbe existence of tbe Order In both coun tries. The number or knights waa originally twenty-four, but according to the present arrangement tbe membership may bo Increased Indefinitely. In Austria tbe Emperor Is permitted to create as many knights as be Bees tit out of the old nobility, but In case a candidate happens to be a Protestant, the consent of the Popo Is nqulnd. In Spain, princes, uraukes, and individuals or blgb rank and merit arc alone deo-ned eligible. The loelsn a of lie truer are tnceincy of a golden fleece, hanging from a gold and blue enameled Hint stone, omitting llamcs, and borne in its turn by a ray of Ure. Oa tbe reverse Is Inscribed tbe legend 'l'ntiun laborum nor. tile." Tbls decoration was formerly suspended from a chain composed or alternate are stones and rays ; but Charles V allowed a red ribbon to oe used Instead, and the chain Is now only worn by tbe Grand Master. The Spanish decoration dillcis slightly from the Aus'rlan. Tne costume of the Order Is a long and ample robe of deep red velvet, lined with white tall'dtas, and an equally long and ample mantle of purple, lined with white satin, trlmmod with acnrlous embroidery of fire-stones and steel, shooting forth flames and aparks. Oa tbe white satin hem of the latter garment Is embroidered in gold the sentence "Jel'oy empriu." There Is also a purple velvet cap and hood embroidered In gold, and tne netner umOB are ciaa id rea stocK-Ings, and shoes of tho same lively color. Taxation of national Banks. From the Toledo Illidc.l We take pleasure In presenting the following remarks made by J. II. rjwl-gart, )., of this city, on the taxation Imposed by the General Government on the National Banks, In the course of his speech at Napoleon on the HOlh ult. Let every tax payer read this interesting ex ploit oiirntniui iscts sno ugurcs: There Is one other subject to wblcb 1 deslro to call your attention In connection with tbe financial questions, which enter Into the canvass. 1 refer to tbe National Banks. The Democrats of Ohio, since tbe close of the war, have, In nearly every platform adopted by them, denounced the National Banking system, and detnandet the repeal of the law. While they hivjnotdoco tbla In txprest terms In the platform lasl adopted, yet tbe Itsue Is made and discussed by every speaker they have sent before tbe people this fall. The particular point to wblcb I want to call attention Is the taxes nsld by these banks to the United Btates, and for Htate, county and municipal purposes. Tbe Democratic apeakers, If they do not directly, do by implication, charge that these banka escape, almost entirely, taxation by the General Gov ernment, and, to a large txtent, tlxatlon by the Btates, v hat is tne laeir ills tbe truth that they pay their full share of tbe United males tax, and more than almost any other clsss of property to the state. The First National Bank of Toledo. had. In 1870. a capital stock of 1 100.000, t he oincers kindly gave me access to tbelr bioks. to ascertain the exact amount of taxes paid by the bank for that year. It paid Internal Revenue tax- es as follows: License tax (800 00, one per cent, upon their circulation, per cent, upon Its deposits and o and SJ per cent, upon dividends declared, tne total of all which Items of tax, make tho sum of 7,UiK) 67, paid to the L olled States oy tins Dana, tor a single year, uom-pare tbls amount with the rates paid by property of other kinds, take your own county or Henry. Too valuation upon the Auditor's books In tbls county, for ibiU, was 3,V0J,U13 uu, which is probably about one-tbird of the aotual value. The total assessment of Internal rcve-aue taxes for the year, exeep', the tax paid by the distillery and brewery, as returned to me lor cellectlon, fool op (1 Hill 01, a little mora than half as much as the amount paid by the back of wblcb i nave spoaen. The total assessments made In Pulton county for tbe same time were 15.115 Del. Putnam county (53111 10 and, Defiance and rauiamg counties togetner, ,-47 00. maklna the total In tbe live coun ties ,b80 118, a little more than three times as much aa the tsx paid by this one bank. Tbe valnatlona upon the auditor's books of these five counties must make a total or more than $19,000,000 of proper ty, against tbe $400,000 ol tbe bsak. There Is In tbe olty or Toledo $1,100.. 000 National Bank capital. If the re maining $,00,000 paid the asms rate as the Plrst National, and It la fair to presume that It did, it would make tho toul revenue tax paid by the National Banks ot Toledo lor tbe year lo7U, $J1,U74 OO, within a thousand dollara aa much as the total revenue taxea paid by the five counties, Henry, Dellance, Paulding Putnam aud Pulton. The proportion for the current year will uo much greater, aa the reduction or Internal revenue taxes Is much larger in tbcae counties than upon the National Banks. Mow as lo the amonnl oi taxes paid to tbe Bute, county and municipal au thorities! An examination of the tax duplicate In the Treasurer a clllco of Lucas county shows that the first National Bank paid ur ioiv tug bhuk sum ui 911,011, una- Ing Ita total taxes for tba year $lrl,004 57. The other National Banks paid State tax as follows i Second National, $11,-Hi 7 GO; Toledo National, $t,'.'W; Northern National $(,1110 60. Total $II0, a il, and tbe grand total ol taxes paid by these four banks, $,VJ,tU5 (Ml. Tbe taxes assessed In Henry county for that year, aside from special taxes fur ditches, roads, ifco.. was $77,301 II, which, added to the Revenue tax paid, makea a total of sii.ltK) With an ov.'unl value ol perhaps $0,000,000, tho county pays a little more than half aa much again National and Htate tax as the $1,100,000 of National capital of the city of Toledo, More than this the Hoard of Equalise tlon of Lucas ooonty determined tbat the bank slock should be placed upon tbs Ux duplicate at 70 per cent, of tbe face, and It Is taxed at tbat rate. Ileal islets In the county Is Intended to be put upon tbe duplicate at lid per cent., but In fact a larger part Is valued at leas than 86 per cent. What la tho result to the holder of National Bank Blockr One man holds $10,000 or this stock and hli neighbor owns a farm actually worth that amount) the holder of tbe stock pays upon a valuation of (7,000 while the owner of the real estate pays upoa a valuation of about $3,000. TO TUS OHIO STATS JOURNAL I The traveling public will know In the future, that Dresden Is one of tho terml nl of the Cincinnati and MusklJgum Valley railroad. Tbls decoration was formerly suspended from a chain composed or alternate are stones and rays ; but Charles V allowed a red ribbon to oe used Instead, and the chain Is now only worn by tbe Grand Master.
