When the House took n recess, it had under considenition the Senate amendments to the partial appropriation hi lithe question being on agreeing to the item appropriating $1(HM for the nalaric- of Dr. Peek and wife, as Siiierintcndent ami Matron of the Central Ohio Lunatic Asylum.A call of the House was ordered, and ol members answered to their mimes. On motion of Mr. Mott,thoScrgcant-at-Arms was dispatched for alwentces. After Messrs. Chase, Civile, Oren, Titus, Hay, Richmond, Colby, Ivahn, Itlakeslee, Schoenfeldt. Cochran, Case, Smith of Sandusky, While of Crawford and Kisor had aplieared within the bar of the House, further proceed iiign under the call were ilisenttcu with. Mr. Stilwell spoke quite elalninitoly ligainHt the appropriation in question, and was replied to by Mr. Scott at length. Mr. II aide man spoke hrictly in favor of thu item, and explained Hr! Peck's connection with the removal of the asylum from within the limits of the ,'ity of Columbus to a magnificent farm west of the Scioto river. Mr. Peck wr.s originally opposed to the change of location, but he sees now, as everybody else does, that it was the most commendable act the last legislature passed. He (Mr. Haldeman) had a very high estimation of Dr. Feck, not only as a physician, but for his extensive knowledge in matters of architecture. His services had been already of immense value to the Slate, and they should he retained as long as thev can lie had. Mr. Mott made a few additional remarks against allowing the salaries. Mr, Corliss fid lowed, saying that he thought this discussion had taken a much wider range than the nature of the question would legitimately admit. It won simply a matter of allowing a debt that thu State morally and legally owed, and should be met squarely. Mr, Itlakeslee urged the conlinunnec of Dr. Peck in the employ of the Slate. In the Central Lunatic' Asylum, Ohio Is erecting the largest, costliest and most magnilicent benevolent institution in the worlda full mile of great walls, the whole thing lire-proof, to stand for the admiration of the world for centuries to come, if procrly constructed; and Mr. Peck in the very man to keep there to superintend the work, watch over the contractors, and continue to see, as lie has so far exerted himself in seeing, that nothing unsuilaMc enters into the erection uf this grand building, t Mr. Cooper mud Ohio is a great State, the third in this great I'nioii.and her nut-nilieence, as exhibited in bur U'licvolciit institutions, ik held up as the model of I he world. Hill was ordered to be read the third time to-morrow. Mr. Strong, from the Judiciarv committee, reported back, recommending its indefinite postponement, the House bill for the prosecution of one justice of the peace before another justice for the recovery of money he may have collected by law for a client, but which he may refuse to pay over. Mn Armstrong of Hclmnnt, the author of (he bill, after speaking against the report of the committee, moved that the bill Ih1 recommitted to a select committee of one (himself , which was agreed to. Mr, Taft advocated its passage in n brief and pointed sjeech. Mr. Little ottered an amendment to increase the salaries of the Judges of the Supreme Court from SllOUO to $-1000. Mr. Jones of Licking said the House bill under debate was not calculated to insure the lsst interests of the State and of defendant. All Senators seemed to coincide in the view that if a man had a fixed ami settled opinion as to the guilt or innocence of the aecusiil, lie should not sit upon the jury. The opoiients of thu hill simply asked that justice should be meted out to both the State and to defendants. The people were not dissatisfied with the law us it now stands. Adjourned.Sad Accident Two Little Boys Drowned. On (he afternoon of the Ut hist, two little boys, aged about six years each, were drowned in the canal n short distance below the foot of Walnut street. They had been playing during the afternoon on the bank of the canal and on the Ice, and by Home means must have fallen lulu the water in the open place where they were found, Mow where it pours over the waste-way adjoining the lock. Alsmt five o'clock in the afternoon .Mr. Fred-crick lk-tz, the mother of one of the bovs, having missed him from her sight tor some time, went down to the canal (which pasies close by her residence) to look for him. She was greeted by the horrid night of the sliD'cncd corpses of both the Isiys, whose heads were projecting from the waler. Franlic at lhe sight, she alarmed the ncighlmrhiKsl by her outcries, and the Htilo fellows were soon taken front the waler, but ihey hud evl-denlly been dead for pome lime.
