This, however, was objected to on the Republican side. The motion to refer was aeieatea yeaa 89, nays 115. Tbe resolution was then adopted without division. Mr. Springer, Chairman of the committee on Expenditures in the State Department, submitted a report, which he stated set forth ten articles ot impeaenmeni agam j. u. Bradford, late Vice Consul General at Shanghai, China, and concluded with a resolution that ha be impeached at the bar of the Senate. Inasmuch as two members, Dnnnell and Bandy, had grave doubts as to whether Bradford was an impeachable officer, the nmmiitAa runammended that the whole sub ject be referred to the committee on J udi- ciary. oo oraerea. f ollowing are tne principal arucies ui im peachment: 1. That Bradford became interested and promoted officially a railway from Woo Sung to Shanghai in violation of treaty ob- ioatinnfl ana tne acta oi uoneTosj. 2. That he conspired for pecuniary gain to deceive the Chinese authorities by procuring the consent to build a carriage road and af terward constructing a railway irom vvoo Suntr to Shanghai. 8. That he was guilty of injaBtice, tyranny and extortion as Judge of the Consular Court. There are five specifications under this article. 4 and S. That as noatal aeent ot tne United States, he abstracted letters from the mails and opened them for the purpose of prying into me Business anu secrets oi persons writing letters. 6, That he took a voucher in one instance for $80 and paid in person only $60, retaining $20. 7 That as Postal Agent at Shanghai, he received Mexican dollars, which were at pre. mium over gold and currency; that he paid menses in like coin, but charged the Gov ernment a premium, bb if he had purchased such coin, tnereny oeirauuing me uoveru- ment out ot large suma. 8. The Bouse then went into committee of the Whole, Mr. Springer in the chair, on tne Army Appropriation bill, all general debate to close in one nour. While ende.voring to have the latter order made, Mr. Hewitt ot New York, in anBwer to a question, stated he was in favorof adjourn ing June iu. Mr Schlicher opposed the bill because he did not think it provided a sufficient force for the protection of the Texas frontier. It bad been Baid the Mexicans promised tokeep pace upon the border, but every one who had any experience with the neigborB on the Rio Grande, knew their promises went (or nothing. He cited outrageB, Borne of them quite recent, and aaid that the frontier resi-dams nf Teiaa were being murdered, robbed and impoverished, without even the poor boon of pity from their. countrymen, who were making laws for the whole country. Ho had hern accused of being a filibuster. On the contrary, he would say God forbid that this country should be any larger. It is far too large now for the minds and hearts of its legislators. Laughter and applause on tbe Republican side. He oppoBed it on the principle of cutting down the army to a inirle man- He had been puzzled to under stand the arithmetical problem laid down by the gentleman from Hew rork, tnat mere could ba more men brought into the field with n armv of 20.000 than witn an army of 26,000 He had tried to understand that problem but unsuccessfully. He gave it up, (Laughter.! Mr. Hewitt remarked that the gentleman's failure to understand the proposition was not his (Hewitt's) fault. Mr. Schlicher No: it Is my weakness. I never was able to learn tbe game of "thim blerig." Laughter. Mr. Hewitt intimated the figuring was not his, but had been done in the Adjutant n,nfr)'R office. Mr. Schlicher But the figuring doefl not protect our people. Laughter. All the arithmetic which he could bring to bear on the question was contained in a simple ..,.., inn hv the rule nf three: As 25.000 men is to the actual number in the field, bo is 20,000 to the actual number In tne neia, a.,i iha rpsiilt was certainlv a reduction. He pleaded for tht exposed people of that frontier against the jeers of the gentleman from WiBConein (Bragg), and the fratricidal economy of the gentleman from New York (Hewitt). , Mr. Baeuing slated that under the new organization, every infantry company must hare soventythree men, while at present there was not an infantry company which mustered Dftv men. The bill increased the force of the infantry and cavalry companies and left the artillery alone, and under its provisions there would be more muskets on ,t.a t.t.i frnntier than there are at nresent. The gentleman from Ohio (Garfield) had been alarmed oy a letter oi an jkukubu uum, If the, Revolutionary tamers nau oeen alarm ed in that way, there never would have been mvemmpnt here, and the gentleman from Texas (Schlicher) wanted me army Kept, strong because there had been a row in Tex- about tne owuernmp ui ueiboiu bbiv well. Those were the only arguments maae against the bill, which he hoped the House would fairly consider and pass. This closed the general debate, and tbe committee considered it under the five min ute rule. Mr. Throckmorton moved to amend by making the limitation of lhe army 25,000 instead of 20,000 men. Uf VnatAr a member of the committee on Annrnnrlatinns. favored the amendment and indulged in little sarcasm at the expense nf hia nwn aomnillieo. NuyiUK i. nao rantir annnront that if anv reform was to creep into legislation it must come from that committee, because every other committee was utterly woriniess m man rcopcui,. a.o confessed that the problem, as stated by the gentleman from Teiae (Schlicher), was as incomprenensioio w uiim b - gentleman Ab to the suggestion of Mr. Hewittr tnat tne expeunH ui luowiuj UUgU. to be made proportionate to its expense in men h. As far as can be gathered from the details permitted to come through, there was a regularly organized conspiracy to restore Murad, who was at the Tcheragan palace at tbe time, juu' rad denies anv knowledge of the conspir acy. It is reported he has since been removed to Topkapoa. The number of revolutionists is variously estimated by the correspondents of London journals at from 100 to 500. The Government, in their circular to tbe Turkish representative! abroad, eava the number was thirty, The correspondents also agree that the attemDt at a political demonstration was a complete failure. Ali Bvari Pasha was the leader and organizer of the move' ment. He was a hot-headed adventurer, who had been several times exiled. Mr. Springer, Chairman of the committee on Expenditures in the State Department, submitted a report, which he stated set forth ten articles ot impeaenmeni agam j. u.
