To His Excellency, A A S. BUSHNELL, Governor oj Ohio: 9 SIR: - The Directors of Longview Hospital submit the Fortieth Annual Report of this institution, as provided by Section 727, Revised tatutes. The term of E. T. Sprague, Esq., as a member of this Board having expired, he was re- appointed by Your Excellency for the full term of five years. We have . frequently visited and have carefully inspected the hospital in all its departments during the past year, and are gratified to report that we have always found it, in every particular, in good and s~ tisfactory condition. The Superintendent and his assistant officers have been faithful and efficient in the discharge of their duties. A new building to accommodate two hundred and fifty patients is being constructed by and at the expense of the County of Hamilton, and will exhaust all the funds realized from that source, and we must therefore look to the State for an appropriation sufficient to cover the running expenses of the hospital, and request Your Excellency to aid us in procuring the same. We call attention to the wants of the institution, as detailed in the Superintendent's report and respectfully refer you to the reports of the Superintendent and Steward for a detailed statement of the management and expenditures of the institution. IJ DOtieeabIe, & Del iDcIicalei LONGVIEW HOSPITAL. 11 not only a growing tendency upon the part of relatives to shift the burdens of senescence from private to public shoulders, but also an increasing faith in the management and resources of institutions ' of this character. A feeling of confidence in the public mind is much to be desired, yet this method of IVanifesting the same is detrimental to the interests of more legitimate forms of insanity; and. besides, . operates , against a favorable summing up of the year's work, for it is impossible in a report of this nature to show forth the immense ' deal accomplished toward the relief of this class of patients who are beyond all hope of mental improvement. We have no choice in the co'mmitment of patients, the statute providing that the institution shall be open for the admission of all insane persons over the age of seven years having a legal settlement in the County of H amilton. During the ensuring year we shall be oblig~ d, in compliance with an act of the last General Assembly, to care for the insane now in the infirmaries, the great majority of whom are old and infirm , a class of " unfavorable. s " who will stm further increase our death rate and diminish the percentage of recoveries. I do not believe, howe~ er, that the Legislature intended in the act referred to that all of the troublesome old people, harmless imbe-' ciles and other inoffensive persons in the infirmaries, should be transferred to hospitals for the insane, but only those whose condition, in the judgment of the court and medical experts, would be benefited by such transfer. A majority of the inmates of county infirmaries are mentally weak, either by reason of heredity, bad habits or old age, and could within the letter but not the meaning of the law be declared insane. The nicest discrimination should be exercised by the medical and other officers of the examining court to prevent the imposition of counties upon the State, and gross injustice toward the actually insane in our hospitals by overcrowding them with persons who are more properly bubjects for old men's' homes and idiotic asylums. The year just closed has brought no special changes in the methods of treatment and care of the insane, nor in the general management of the institution; but much has been accomplished along lints already established. There has been no unusual sickness and no serious accident. A farge mimber of suicidal patients have been cared for, but none" of them succeeded in carrying out their designs of selfdestruction . . The case of homicide which occurred the year previous was tried in the triminal court, and, as was predicted, the attendant accused was acquitted of any intent to inflict injury upon the patient. 12 A VAL lluoaT. The unused space over the eleventh female ward was fitted up for living quarters for attendants. Plans and specifications for the new building for male patients were approved by your Board, and work on the same commenced in the early spring. Owing to delay experie~ ced in securing some of the large iron girders, progress has heen slow, but we hope to have the ' building enclosed before cold weather. The lower floors will be devoted to the treatment of acute forms of insanity. The interior arrangements will permit of strict classification of patients, both in day and night quarters, the latter being entirely shut off so as to allow. thorough ventilation during the day. There will be single sleeping rooms, and dormitories for those who require the services of night attendants, A hospital ward will provide for the sick and those who require surgical attention . The building will have its own kitchen, dining rooms and heating plant. The proximity of the dining rooms and kitchen will insure the serving of hot meals, and such food between times as is frequently required for this class of patients. The basement will contain T urki sh baths, needle and spray baths, showers, douches, etc. For winter amusements, bowling, billiards, card and smoking rooms win be provided. It is the intention to furnish and equip this building with every convenience and appliance which will prove of service in the treatment of curable forms of insanity. This is, after all, the prime object of an institution of this character; expense hould not enter into consideration of a subject so vital to the interests of society and the State. Every" cure " not only lessens the burden of the State, but returns to the world a producer to assist in the support of those who will always be dependent. NEEDS For the ensuing year are: Completion and furnishing of new building. Reflooring of ironing rooms in laundry. Removal of reservoir onto the farm. Usual repairs too numerous to mention. Your Board has agreed with the County Cemmissioners to pay out of our c'ounty levy for the improvement of Paddack Road. This will cost about $ 10,000, to be paid jn ten years. To His Excellency, A A S. BUSHNELL, Governor oj Ohio: 9 SIR: - The Directors of Longview Hospital submit the Fortieth Annual Report of this institution, as provided by Section 727, Revised tatutes. The term of E. T. Sprague, Esq., as a member of this Board having expired, he was re- appointed by Your Excellency for the full term of five years. We have . frequently visited and have carefully inspected the hospital in all its departments during the past year, and are gratified to report that we have always found it, in every particular, in good and s~ tisfactory condition. The Superintendent and his assistant officers have been faithful and efficient in the discharge of their duties. A new building to accommodate two hundred and fifty patients is being constructed by and at the expense of the County of Hamilton, and will exhaust all the funds realized from that source, and we must therefore look to the State for an appropriation sufficient to cover the running expenses of the hospital, and request Your Excellency to aid us in procuring the same. We call attention to the wants of the institution, as detailed in the Superintendent's report and respectfully refer you to the reports of the Superintendent and Steward for a detailed statement of the management and expenditures of the institution. IJ DOtieeabIe, & Del iDcIicalei LONGVIEW HOSPITAL. 11 not only a growing tendency upon the part of relatives to shift the burdens of senescence from private to public shoulders, but also an increasing faith in the management and resources of institutions ' of this character. A feeling of confidence in the public mind is much to be desired, yet this method of IVanifesting the same is detrimental to the interests of more legitimate forms of insanity; and. besides, . operates , against a favorable summing up of the year's work, for it is impossible in a report of this nature to show forth the immense ' deal accomplished toward the relief of this class of patients who are beyond all hope of mental improvement. We have no choice in the co'mmitment of patients, the statute providing that the institution shall be open for the admission of all insane persons over the age of seven years having a legal settlement in the County of H amilton. During the ensuring year we shall be oblig~ d, in compliance with an act of the last General Assembly, to care for the insane now in the infirmaries, the great majority of whom are old and infirm , a class of " unfavorable. s " who will stm further increase our death rate and diminish the percentage of recoveries. I do not believe, howe~ er, that the Legislature intended in the act referred to that all of the troublesome old people, harmless imbe-' ciles and other inoffensive persons in the infirmaries, should be transferred to hospitals for the insane, but only those whose condition, in the judgment of the court and medical experts, would be benefited by such transfer. A majority of the inmates of county infirmaries are mentally weak, either by reason of heredity, bad habits or old age, and could within the letter but not the meaning of the law be declared insane. The nicest discrimination should be exercised by the medical and other officers of the examining court to prevent the imposition of counties upon the State, and gross injustice toward the actually insane in our hospitals by overcrowding them with persons who are more properly bubjects for old men's' homes and idiotic asylums. The year just closed has brought no special changes in the methods of treatment and care of the insane, nor in the general management of the institution; but much has been accomplished along lints already established. There has been no unusual sickness and no serious accident. A farge mimber of suicidal patients have been cared for, but none" of them succeeded in carrying out their designs of selfdestruction . . The case of homicide which occurred the year previous was tried in the triminal court, and, as was predicted, the attendant accused was acquitted of any intent to inflict injury upon the patient. 12 A VAL lluoaT. The unused space over the eleventh female ward was fitted up for living quarters for attendants. Plans and specifications for the new building for male patients were approved by your Board, and work on the same commenced in the early spring. Owing to delay experie~ ced in securing some of the large iron girders, progress has heen slow, but we hope to have the ' building enclosed before cold weather. The lower floors will be devoted to the treatment of acute forms of insanity. The interior arrangements will permit of strict classification of patients, both in day and night quarters, the latter being entirely shut off so as to allow. thorough ventilation during the day. There will be single sleeping rooms, and dormitories for those who require the services of night attendants, A hospital ward will provide for the sick and those who require surgical attention . The building will have its own kitchen, dining rooms and heating plant. The proximity of the dining rooms and kitchen will insure the serving of hot meals, and such food between times as is frequently required for this class of patients. The basement will contain T urki sh baths, needle and spray baths, showers, douches, etc. For winter amusements, bowling, billiards, card and smoking rooms win be provided. It is the intention to furnish and equip this building with every convenience and appliance which will prove of service in the treatment of curable forms of insanity. This is, after all, the prime object of an institution of this character; expense hould not enter into consideration of a subject so vital to the interests of society and the State. Every" cure " not only lessens the burden of the State, but returns to the world a producer to assist in the support of those who will always be dependent. NEEDS For the ensuing year are: Completion and furnishing of new building. Reflooring of ironing rooms in laundry. Removal of reservoir onto the farm. Usual repairs too numerous to mention. Your Board has agreed with the County Cemmissioners to pay out of our c'ounty levy for the improvement of Paddack Road. This will cost about $ 10,000, to be paid jn ten years.
