SIR, - The Directors of Longview Hospital submit the
Forty- second Annual Report of this institution, as provided
by Section 727, Revised Statutes.
The term of C. H. Smith, Esq., as a member of this
Board having expired, he was re- appointed by the Court
of Common Pleas of Hamilton County in joint session for
the full term of five years.
We have frequently visited and have carefully inspected
the Hospital in all its departments during the past year, and
are gratified to report that we have always found it, in every
particular, in ~ ood and satisfactory condition.
The Superintendent and his assistant officers have been
faithful and efficient in the discharge of their duties.
The estimated cost of maintenance for the ensuing year
is $ I68,697. 12, based upon last year's per capita, and an
increase of 20 in the daily average. In addition, the sum
• of $ 10,700 will be required to furnish and equip the new
building which has been constructed at the expense of the
. county of Hamilton, and to cover the additional expense

tion in regard to the movement of population will be found
in the stati tical table .
ou will notice that the percentage of recoverie
higher and the percentage of deaths lower than last year.
The e results are not due to more scientific treatment or
more careful nur ing but to a greater number of favorable
cases received. · The variations which occur from year to
year in these and other statistics of population depend in
part upon the number of chronic incurables who have been
accumulating since the opening of the institution, and in
part upon the mental and physical condition of patients
committed each year.
We receive a greater number of the infirmary defective
class than do the other insane hospitals of the state; and
once committed we can not send them to the infirmari s to
mak room for the recent ca es. We must r ceive aud care
for cases of every description who have been declar d insane
by the Probate Court. After June, 1903, we sha ll be obliged,
in compliance with an act of the last General ssembly, t
care for all of the in ane now in the two infirmaries of lh is
county.
I do not believe, however, that the Legi lature intended
in the act referred to that all of the troublesome old p opl ,
harmle s imbeciles, and oth er inoffi n ive p rso n ' in the il1 -
finnaries should be transferr d to bo pitals for th insa l] ,
but only those whose condition, in the judgm nt of th co urt
and medical experts, would b benefited by such tran fer.
The act in question hould be 0 amend d a to allow
the nicest discrimination upon the part of the medical and
otb r fficers of the examin inO' court to prevent th e imposition
of coun tie upon th e state, and gross inju tice toward
the ac tu ally in ane in our hospital by overcrowding them
with person who are mor properly subjects for old men'
hom s and idiotic asylums.
The year just 10 ed has d v loped no special changes in
th method of treatment and car of th in san e. n r in the
ge neral management of th ins titution , but much ha been

no epidemics, uicide, or other eriou accidents.

population are engaged daily in orne useful occupation.

but nece ary repairs were made in the laundry. Th use
of home- made soft soap was discontinued, and chipped soap
in solution with Wyandotte soda used instead. The results
are most satisfactory in the appearance and durability of the
clothing. New retorts have been purchased for the gas
plant, but. have not yet been set up.
The new building is not yet completed, owing to the
difficulty of obtaining material and the dilatoriness of the
contractors. The plumbing, painting, carpenter and iron
work are being done by our own mechanics, and ar being
completed as rapidly as possible. All materials have long
been ordered and all contracts signed for th completion
of the entire building.

not only to care for the acute insane in a proper manner,
but also to comply with the law relative to the insane in
the infirmaries, which goes into effect , in 1903.
We are indebted to many kind friends
ACKNOWLEDGMENTS for the numerous entertainments, which
add very largely to the happiness of the
,---=------ incurable, and are no small factors in
the recovery of acute cases; to the managemeht of the
Zoological Garden and the County Fair for many courtesies
extended to our people; to Mrs. George foerlein for paving
with granite the large space in front of the boiler- room.
It gives me pleasure to commend the officers and heads
of departments for their efficiency and untiring zeal in forwarding
the best interests of the institution. The attendants
have been ki. nd and attentive to those committed to
their care, and have di charged the various duties of their
position with fidelity.
I thank you, gentlemen, for the support and encouragement
I have received from you in' the discharge of my
' duties as Superintendent and for the many personal courtesies
and favors you extended to me.

NASH, Governor of Ohio : SIR, - The Directors of Longview Hospital submit the Forty- second Annual Report of this institution, as provided by Section 727, Revised Statutes. The term of C. H. Smith, Esq., as a member of this Board having expired, he was re- appointed by the Court of Common Pleas of Hamilton County in joint session for the full term of five years. We have frequently visited and have carefully inspected the Hospital in all its departments during the past year, and are gratified to report that we have always found it, in every particular, in ~ ood and satisfactory condition. The Superintendent and his assistant officers have been faithful and efficient in the discharge of their duties. The estimated cost of maintenance for the ensuing year is $ I68,697. 12, based upon last year's per capita, and an increase of 20 in the daily average. The e results are not due to more scientific treatment or more careful nur ing but to a greater number of favorable cases received. · The variations which occur from year to year in these and other statistics of population depend in part upon the number of chronic incurables who have been accumulating since the opening of the institution, and in part upon the mental and physical condition of patients committed each year. We receive a greater number of the infirmary defective class than do the other insane hospitals of the state; and once committed we can not send them to the infirmari s to mak room for the recent ca es. We must r ceive aud care for cases of every description who have been declar d insane by the Probate Court. After June, 1903, we sha ll be obliged, in compliance with an act of the last General ssembly, t care for all of the in ane now in the two infirmaries of lh is county. I do not believe, however, that the Legi lature intended in the act referred to that all of the troublesome old p opl , harmle s imbeciles, and oth er inoffi n ive p rso n ' in the il1 - finnaries should be transferr d to bo pitals for th insa l] , but only those whose condition, in the judgm nt of th co urt and medical experts, would b benefited by such tran fer. Th use of home- made soft soap was discontinued, and chipped soap in solution with Wyandotte soda used instead. The results are most satisfactory in the appearance and durability of the clothing. New retorts have been purchased for the gas plant, but. have not yet been set up. The new building is not yet completed, owing to the difficulty of obtaining material and the dilatoriness of the contractors. The plumbing, painting, carpenter and iron work are being done by our own mechanics, and ar being completed as rapidly as possible. All materials have long been ordered and all contracts signed for th completion of the entire building.
