To His . Excellency the Governor 0/ Ohio:
SIR: In conformity to the law reorganizing the Benevolent Institutions of tbe
State, passed April 28, 1852, the undersigned, Directors of the Longview Asylum
of IIamllton county, beg leave to make this their Third Annual Report.
It is a subject of congratulation that the general health of the Institution has
been good- no disease of an epidemic or endemic character has prevailed- and
that the affairs of the house have been so carefully administered as greatly to
reduce the total expenditures.
The receipts of money during the current year have been as follows:

The rate per cent. of mortality, or the whole number treated, is ( 6.26) six and
twenty- six one huodretbs.
It is proper to state, however, that three persons were received in a dying condition,
( 1\ discreditable fact to those who sent them,) and in a jllst estimate of the

rate of mortAlity in the Institution- for comparison with others- should be excluded
ftom this cdculation. Excluding, then, the three received in articulo mortis
from the whole number treated and the list of deaths, and the rate per cent.
of mortality is found to be 5.7 ( 28- 492= 57) five and seven- tenths.
We deem it of importance to be mioute in these statements for the general purposes
of statLtical information.
The mean cost of the Ilverage number of inmates for the year ( 365) is $ 119.90
each, ($ 43,76456- 365= S 119 90,) or 512.30 per week.
These estimates includ · s every expenditure of whatever character.
The whole amount expended for machinery, repairs, furniture, improvement 0
grounds, purchase of stock, etc , amounts to $ 5,172, Ilnd is included in total expenses.
Deflucted from the aggregate, it is seen that the cost of each inmate for
the year is at the rale of two dollars per week- a rate which is not greater than
that of any institution in the government.
It is due to the Superintendent to say that the low rate of expenditure is owing
to the great care he has exercised in the el'onomical administration of tbe house.
It i proper to note that a part of this low rate of cost of each arises from
profits deri ed from pay- patient - from whom the Steward has received for board
... 4,43785 during the Jear- which sum, as received, bas been appropriated in
currmt expenses; thus dimiBishing, to some extent, the drafts on the public
treasury.
Every comfort exists in this Institution for tbe accommodation of patients from
a distance; and aA the number shfllJ be increased, the expenses of tbe Institution
to the community will be reduced.
We ref~ T to the elaborate report of the Superintendent and Steward, wbich accompanies
Ihi~, for a more minute statement of the medical, moral and economical
Jldministration of the Institution,
We have noticed, with great plea ure, the increased number of the inmates
employed in v~ rious ways during the past year; so that we think we may say
that sixty per cllnt. are now eDw. ged usefully to the Institution, and greatly to
their own advantage. 1' he subject of the profitable employment of all, even the
most imbecile, has seriously engaged our deliberations; and the success which
has attend .. d the Superintendent's labors in this direction, encourages us to hope
that. much more will have been accomplished next year. It cannot be doubted
that every eXdtion made by the insane in the way of useful occupation, assists
their recuvt- ry, besides lessening the cost of their maintenance.
We take occa ion to suggest the propriety of obtaining an additional piece of
ground of fifty or sixty acrl:: S, adjoining the A. sylum, for the purposes of cultivation
hy tht' inmates of the Institution; which will enable us, we think. to supply
OUt selves with every vegetable product we need, except hay and flour.

but we regret to ~ a} that we lose his valuable services by his feeling a

In estimating the mortality of the Asylum, it is but proper to r m rk th t thr

In concluding this part of our subject, we desire to state that there h been
but little sickness originating in the Institution. We have escap d entil' 11lhe
~ isitation of any epidemic; while disea es of aU kinds, re ulting from th operabon
of common causes, have been comp ratively few in number, and qui
manageable under appropriate treatment.

We present it as a matter very creditable to the In titution, th t notwith t nding

number discharged and dead- is but eight j while at tbe Lick Run Asylum, for
a corresponding length of time, the excess was one hundred and thilte n. oW'
it must be remembered that a large mRjority of such persons may prop rly be
considered as incurable, and therefore a. burden to the county during their ntire
lifetime. Taking this fact as the ba~ is of our calculation, and allowin , two doll fa
and thirty cents to be the cost per week for each inmate, and we will h ve aved
by the end of the next year an amount approximating twelve thousand five Lundred
dollars.
There are two prominent causes, we believe, for tbis large reduction in th
number of remaining incurables, viz: In the first pI ce, we have be n

There has been received from pa. y patients, $ 4,437 85, which sum was expended
in current expenses.
In our table of expenses we present the whole Bum that was necessary to keep
the Asylum in operation for the year, und the average amount r€ quired for supporting
each inmate. Notwithstanding the comparatively small S'lm thus gi\ en,
no doubt there are persons who will at once see in it some evidence of extravagance
; for there are many who think there is no reason why it should cost more
to keep lunatics, than an equal numbf) r of persons iu any common pauper est" blishment.
or even criminals in our jails. One gentleman remarked to me that he
could not see why persons confined in the Penitentiary should not cost as much
as those in this Asylum; seeming not to rdleet that our patients are in general
of a. broken constitution- a lower grade of vitality- requiring, in conse'queuce. a

very different diet, with ale, wine, and even stronger stimulants, as brandy and
whiskey; that they require better and warmer clo'hing, a greater number of attendants,
more medicines, and a variety of entertainments and amusemenla.
Really thue should be no comparison in the mind of anyone, between these two
classes of persons.
Upon this subject of economy we £ nd some remarks in the report of Dr. T. S.
Kirkbride, of the Penn ylvania Hospital for the Insane, so opportune, so judicious
and well expressed, that we cannot resist tbe temptation to insert them
here:
" There are many points in tbe economy of hospitals for tbe insane wortby the
atten ti'> n of all reflecting persons. Altbough the cbaracter of in titutions are
widely different, and some ought to expend more than otbers, tbere are certain
great principles that are applicable to all. While tbe insane who are. in comfortable
circumstances bave a' right to expect- if tbey cboose to incur tLe expense of
the indulgence- to bave eVHytbing to wbich they were accustomed in a state of
health, provided, and it is not likely to be injurious to tbem in tbeir altered condition,
there should be no de£ cienoy of whatever simply tends to promote the
welfare and secure the early restoration of the most dependent class 0 the community.
No matter whetber an institution is specialty for the affluent, lor the
reception of all classes, or the bumblest pauper hospItal in the land, true economy
con iSIS in the avoidance of aU waste, in having nothiDg done that is not useful in
some way. in keeping everytbing in the bi! 5best state of efficiency, and doing all
that is likely to restore to society its afflicted citizens, in the short t po sible
time. The best arrangements will always be found cheapest in the end, and tbe
highest class of qualifications, in eVt'ry departmeDt, with liberal com pen - alion,
will prove more economical than in~ fficiency at the lowest grade of remulJeratiun.
" In periods of unusual £ nancial depression, when nearly everyone is apt to feel
the nece,. ity for a reduction of personal expenses, there is always datlger of the
man ~ gt'mellt of these institutions for the cure as wdl as the care of the iDsane,
making the grave mistake of doing sometbing as a meaDS of lesseD ng th eir expensl-
s, tbat must unavoidably lower their cbaracter and impair their useful eess.
Retrenchments may then be carried to that point wbere they become ab ' olute
extravagance. This is clearly so if they dimiDish the usefulDe s of an iu dtu lon,
lessen tbe confirlt: nce of the public in Its efficiency, and thus reduce its income to
a far greater extent than they lower its expenditure. It can never be economy
to nt" g eeL aDY available means of restoring tbe sick, of improviDg tbe condi ion
of all tbe palieLts, and doing thoroughly wbat an institution has been specially
established for."
On account of the increase in tbe price of provisions, and aU other things necessRry
for the maintenance of an estrblishment like this, 8S well as Irom tbe
probable increase of insanity on account of the war and the general condition of
the country, it is estimated that the exptnses for the ensuing year will amount to
£ fty · five thousand dollars.
IMPRoIEMENTB.- Since my last report many valuable improvements have been
made in and about the institution. Among the most important, f tbese were
cbanges made for heating the building. By the apparatus now in operation the
previous comfortable temperature is maintained throughout tre hou- e, while there
is a reduction of pressure at the boiler of one- half; t hat is to say, of twenty£
ve pounds to the square inch.

In addition to the above, we have excellently arranged machinery for supplying
the establishment with hot water. A boiler, six feet in diameter and ten feet
long, with a capacity of i, i7i gallons, has been placed in the pump- room. It
has eighty tubes, Ii inch in diamel. er, running through it longitudinally, and cast ·
iron chambers attached to each end to receive the escape steam from the engine
and di charge the water formed from conden& ed vapor. The boiler is supplied
through a it inch pipe, 254 feet long, from the main iron tank in the fifth story.
The principal conducting pipe for water Crom the boiler runs up the airduct to the
wards, and is 1,100 feet long, with a diameter of If inches, while the return
tube is but 500 feet, and one inch in diameter. The branch pipes running up to
the wards are three in number; the firsl being liS feet, of an inch diameter;
the second IS2 feet, of i inch diameter; the remsining one 60 feet long, with a
diameter of but half an inch. These extend to each wing of tbe building, and
are connected with all the bath- rooms, wlIshsta~ dl!, dining- rooms, kitchens and
laundry, and furnish all the hot water necessary to each of them. The entire
amount pf pipe from this boiler is about S, 800 feet, and t. he whole is heated by
escape steam from the engine. The temperature of this boiler during the day
when the engiBe i at work, ill, on the average, i40°, and rarely ralls below ! OOO
at night. This is certainly a great improvement upon the old plan of heating
water in tanka in each ward by steam · pipes transmitted from below.
In this connection it may not be amiss to remark that, so far, our well has
proved even superior to the be t that WI exp cted or H. The water has been
abundant, and excellent in quality, and answers every purpose for drinking,
washing and supplying the boiler.. Notwithstanding the unUBual1y dry season
we bave b d, yet at no time haa .. here been leiS than & even feet of water in the
well, even after the pumps bave been In sctive Ul'e all day.
But to make assurance doubly sure- to provide against almoat the possibility
of failure- it is our intention to construct, during the coming year, a small lake
or reservoir, on tbe east side of the premi es. With little extra labor and expenae
tbis may be made not only very useful but beautifully ornamental. It is
the design so to locate and construct it, tbat it will receive all the water from the
roof of the north wing of the building. Should this ot be sufficient, the pipes
from the well can be easily extended, so tbat water at particular times can, in
great abundance, he thrown thence directly into the lake. With a new resource
like this there need be no apprehension of failure in a supply for the bouse, even
in times of t he greatest drought. It is our purpose to change the old reservoir
into an ice- house and milk · house.
Not very remote from the subject of improvements, your attention is ag~ n -
called to a class of. insane for whom no proper provision has been made. We
refer to the negro lunatic. Quite a number of our colored population are pn p-erty
holders. They pay tax in same proportion with all otherll, and so long aa
they do tblB, it seems but just and reasonable that they should bave the advan-ta"
es of an Asylum. But thus far the poor unfortunate insane of them are per-

mitted to remain confined among thieves and r06U6s in the common j il. oC the
different coun ties.
If the L6 ~ i8lature wo~ ld but grant the privilege to our commissioners to purchase
another place more suitable for a poor · farm for the county paupers, no
doubt mucb benefit WI uld result. The commissioners are not only willing but.
anxious to attach the present poor- farm. which is but seventy- three acres, and
adj oent to ollr own grollnds. to this institution. Such addition wOllld be very
valllable to us for gardens. pasture. kc. ; while the buildings now on it could be
easily and cheaply arranged so as to make 1\ comfort ble colored : Asylum. as an
append~ ge to Longview. Under su h arrangement every care. aL< entiOll and
benefit of the principal institution might be extended to toe branch one, without

the larger number of inmates.
WORK OF hUU. TlI: i.- It has been our oon tllnt ! lim to keep the inmates as much
employed as possible at some light and useful work. Such labor h 8 a very salutary
effect upon them both mentally and physic lIV. As a consequence they Ble
much more quiet while in. the wards. and almost al" ays sleep better at night. If
bllt a few days are permitted to pass in idleness. the induence ia at once p& rcepti-
• ble in thei excited. noisy. and quarrelsome dispositions. A large majority of these
unfortunates who are assigned to labor. are generally sufficiently tractable; though
once and a wbile some of them have fits of stubbornness. or mllnifeat I. heir anger
in combative demonstrations. Many intelligent persons have expressed their fears
at ( he idea of putting ioto the handa of the lunatic any instrument of labor that
mighL be turned in a moment of . rage into a deadly weapon of assault. Thus far. "
however, my ob ervatioD has not jllstified sllch apprebensions. Catainly great
discretion is neces3ary; but in almost every in tance where an inmate has attempted
violence upon his associates or attendant. he hal dropped whatever instrument he

meanl with which nature has . upplied him.
The whole amount of work done in this way. has been of great pecuniaryadvantage
10 the Institution. Everyone who ill in the habit of vi iting the Asylum.
is aware how much has been !\ Ccomplished during the yen in laying out and grading.
and gravelinl( ro~ ds, walke and avenues; and how much the grounds. have
been improved and be utified by sodding and planting trees. or the latter alonc.

and email plants innumerable have compensated in their beauty and richness of
perfume. the care and attention that have been bestowed in their culture. And
this work was tione by the labor of the inmates. Ye't this is not all, for tbere
is scarcely a depntment of the establishment in which ' they have not rendered an
equally valuable service. They are in the kitchen, la. undry, engine. pump and
washing rooms; the shoe- shops. tailor- shops, sewing- rooms, the wards and every
where. and in all these places m~ ny of them. in a limited way, are as faithflll and
efficient as if they were sane and compensated for their l, bor. Indeed if it were

perately and with ~ o() d ( eeling, bllt in no case ought they be allowed to assume
the rancour and unreasoning violence of common partisan contrvversy.
At different times it ha~ been difficult fur me to supply the demand ( or newspapers
and other reading matter; and it is suggested that a well selected library,
might be used to great advantage. In the purchase of books none but the lighter
and more agreeable kind should be selected. So far as possible they should be
ill~ strated with engraving... This device has succeeded well in the educa~ ion of
children, and tbere is no reason to believe that it would not operate beneficially
upon the enfeebled mind of the lunatic.
Religious services in the bouse, which you were informed had been discontinued,
have not been r esumed ( or certs. in obvious reasons. They do not appear to have
bad any very beneficial effect, while in several instances tbey have been decidedly
pernicious. The religious education and faith of the p tients differ so widely that
it is almost impossible to arrange the exercises of worship, so as not to excite and
offend many of them. We have Jews and Christians, Protestants and Catholics,
Spiritualists and I nfidels here, all as firmly convinced of the truth of their own particular
doctrines and as intolerant of any other as if they were quite rational.
But as a considerable number de~ ire to attend Church, it has been I!. point with
us to ilratify them eo far as we can, by permitting them to attend places of divine
worship in the neighborhood, each having the privilege of election according to his
own " iahes ••
ACKNOWLEDGMENTS - In conclusion it is but proper to acknowledge my obligBtions
to the officers and employees of the Asylum. With Cew exceptions, they have discharged
" ith grea. t credit the various duties BllSigned them. During the war
twenty" wo of them gave proof of their patriotism by enlisting in the army of the
Union. So large a number of persons leaving service in 80 short a time, caused
some inconvenience and irregularity in the usual uniform operation and discipline
of the hou3e. A. a rule, changes should be made a8 seldom as possible, especially
amoD,$ the ward attendants. When ( rom Bny cause they do occur, they are
always a 80urce of tr, pub'e and anxiety, as considerable time is necessary to train
any new servant, however well qualified he may otherwise be for the situation.

mote the interesis of this Institution you have labored constantly, faithfully, efficiently,
