SIR :- In conformity to the law reorganizing the Benevolent Institutions of the
State, pasS" ed April 25, 1852, the undersigned, Directors of the Longview Asylum of
Hamilton county, beg leave to make the fourth annual report.

The advance in cost of living is at least one- third; but the chief item of e: l: ooss of
expenditures is for coal; which, alone, this year, has cost us $ 13,227.00 No further
expenditure will be necessary for fuel for the current year, it is thought.
The average cOst of each patient for this year, which includes everY- il: l: penditure,
except the real estate, is $ 180.08; or, per week, $ 3.46; but the actllal coat to the
State and county is $ 3.00 per week, the difference, forty- six cents, being profits de- rived
from board of pay patients.
Last year the average weekly cost of each patient to the people was $ 2.54; cost
this year over the last, 46 cents; which is less than the general advance in prices, estimated
at one- third.
We are particular in these financial statements in order to account fully to the public
for the increased drafts on the Trea, eury <' 21 ,4~ 7. 7 4) in the administration of tbe
House for this year.

The Dumber of county patients with which the Asylum opened four years ago, was
319 j the present number is 330 j showing an increase of only i1 in JOUT vears;
while the incre e in , the preceding three y. ears. was 113! This marked reduction in
our insane population is undoubtedly due to the greater facilities for treatment in this
magnificent ' Institution, than existed in ' the old buildings occupied by the county.
We are highly gratified in being able to show, by the above statements, how ndmirably
this Instituti~ n is fulfilling the hopes of. those who l! l; bo!~ d for the authority t()
create it; and how well it. subs. erves the Weres~ of society . in. the management and
cure of the insane.
It will be noticed that. the income arising from pay pntients has been nearly doubled
tbis yoar j which, as before stated, has reduced our expenses materially j and we ext
pect this source of revenue to be increased from year to year j for every comfort exi ts
in this Ine~ itution for the aocommodation of patients Crom a distance.
We reCer to the' report of the Superiutendent ana Sfowara for a detailed statement
of the medical, mdr~ l ~ nd financial course oC the Establishment.
Every { fort is still made to give profitable employment to the inmates.
About sixty per cent. are engaged every day in various ways within the building
and on the grounds, which adds to their health and mental improvement. A large
amounb oC out · door labor is per( ormed by our patients . . We again urge the necessity
of additional grounds for agricultural and horticultural purposes. The expenses of
the Hous could not only be reduced by the labor of inmates, but a general improvemeat
inure them.
Frequent applications are made for the use of this Institution for insane colored
people j but we have no pOlfer to grant any relief, as this Asylum IS organized for the
use of whites only j and thus these poor unfortunatel are eiiher confined in the county:
prillon, or otHer publi buildings quite unfitted for their proper treatment. Humanity
loudly demanCls relief i this respect, and this Board bu, year after year, appealed fo
the County Commissioners for the means of their comCortable treatment i and the Com ·
- miBBionerS manues' a deep interest in furthering tbil importaut' work; but th means
in their posseB8ion do not admit of the requisite expenditure.
The poeT- farm of this oounty, containing seventy- three acres, adjoins the grounds of

Longview, and if the Legislatur will grant such aid to our Commissioners as will
enable them to purchase a more suitable poer- fa. rm, they a. re not only willing, but
anxious to convey the present one to this Institution; and such addition would furnish
us with all the additional ground we need for farming and gardening, and such
changes could be made, at small expense, of buildings now on the farm, as would
enable us to construct an asylum for colored insane, as an appendagQ to Longview, and
bring it under its administration.
The Superintendent has again and again called the attention of the Legislature to
this subject; but thus far without securing any attention. We humbly pray that iii
may not any longer be passed over without notice.
The term of service ot T. F. Eckert, Esq., expired in June last, and Mark E.
Reeves, Esq., was appointed in his stead. l\ fr. Eckert has been in the Board from
its organization, and it gives, us pleasure to bea. r testimony to the efficiency and faithfulness
with which he has discharged his duties as a Direlltor on the part of the oouty.
The duties of Assistant Physicians have been weU performed by Doctors J. B. Hall
and J. W. Mack.
The Steward, Mr. Thorburn, has earefully conducted bis department during the
year. In our weekly visits we have examined his accounts and vouchers, and have
found them, always, correct.
Mr. David Stickney, the Engineer, has completed, mostly. the alterations ir; t the
machinery and heating apparatus which we referred to in ~ ur last report, and the result
fully justifies the economical ends which he proposed. His serviC08 during the
year have been highly satisfaetory.
The office of l\ latren, 80 long vacant, the Boaad has fiUed by appointing Mrs, Louisa
W. Jones, a lady of superior qualifications, and who is zealously engaged in her duties.
Rapid progress has been made in the improvement of tho grounds; all by the labor
of the inmates.
We beg to repeat what we said a year ago: that from frequent personal inspection.
we can assure you of the excellent manner in which the aft'airs of the Institution are
mauaged; the admirable order; the perfect cleanliness; the watchfulness of ex~ ndi.
ture; the cheerf1l1 discharge oC duty by every offioor and employee in the Asylum;
and of the tender care, kindness of manner and real sympathy manifested by all towards
the unfortunate inmates. Xli are well clothed, and well fed with food, plain:
of considerable variety, aud of the best quality in the market.
The Superintendent, Dr. O. M. Langdon, has continued to perform all his duties
to our entire satisfaction; in the language of the Commissioners of our county, .. under
his experienced and skillful management, the most favorable results ha. ve been accom · ~
plished."

to you this, bis fourth annual report, for the current year ending October 31st, 1863.
The following ~ bular statements contain, it is believed, all the more important facts
which it is thought necessary to present for your examination.
At the da of our last report there were 346 patients in the Asylum. Since then
130 have been admitted, 120 have been discharged or died, leaving 356 under treatment
at present . .
The total number of patients during the year was 476; the highest number at any
one time, 376; the lowest, 344; and the average for the whole period, 361. ,
The number of males was 248, and of fomales, 228. The highest number of male.
wu 188, and of females, 191. The lowest number of males was 168, and of females,
175.
At the commencement of the year there were 169 males and 177 females; as
present there are 179 males and 177 females.
The number of males admitted during the year was 79, and of females, 51.
The number received from Court was 45 males and 44 females. The number r. eceived
from friends was 34 males and 7 females.
The average number of pay- patients in the house was 25.

The general health of the Institution has been remarkably good. We have not
been visited by any of the epidemics prevailing in the neighborhood. But little di& ease
of any kind has originated in the house, and the m rtalityamong inmates is nine
less than that of the previous year. Of the whole of twenty- two who died, there were
but three cases of acute disease. Most'of the balanoe wore instances of old worn- out '
persons who had been for years in th, e. insane department of th~ Commercial Hospital,
or Lick Run Asylum.

It may be presented onoe more, as a matter very oreditable to the Institution, that,
notwithstanding the many who have been reoeived into our wards sinoe they were
opened, yet the whole number remaining over, that is, the excess in the number received
over the discharged, is but eleven ( 11) in a period of four yell. l' 8, while the
inereaae or exoess for the three years just preeeding the opening of our Asylum, ...
one hundred and thirteen.
In making a statement like this, we hope we do not subject ourselves to the aocusation
of indulging in self- laudation, or casting censure upon others. Oar only motin
is to . exhibit how far good results have accrued from the inoreased liberality of the
State and oounty in p~ viding us with superior advantages in buildings, food, olothing
and all th. ose other means so neceseary to the comfort, convenience and cure of ihole
who are intrusted to our oare.

Tbis total expense of sixty. niDe thousand six hundred and seventy- one dollars includes
BOme unusual purohases, which, it is proper we should mention. Among them
were a carriage, a pair of horses and harness, whioh cost eight . hundred and fifty dollars-
forty thousand bushels of coal at twenty cents per bushel- and twelve acres
of laDd for which we paid four thousand six hundred aDd sixty dollars.
Making a fair allowaDce for these itema alone, and it will be perceived that the cost
for keeping our inmates is reduced to a very low rate, especially wheu we consider
the iDcreased price of produoe, grooeriea, dry goods, ~ d, indeed, of nearly every
thiDg we consume.

In estimating the expense of an institution like this, we must never lose sight of the
objects for wbich it is established and the results of its operation. This is not a. place
of mere custody for incurables, to be subsisted on the smallest possible allowance, but
a noble charity intended for the best care and cure of the poor afflicted, and their
speediest restoration to their friends and society. For the accomplishment of these
great ends, sO many means and agencies are required that extensive outlays become
I absolutely unavoidable. It is not permitted us to make comparisons between the expenses
and results of this asylum and others of a similar character; but this we think
may be saCely affirmed, namely, that where the costs of support are less than ours
there is generally, also, a corresponding decrease in the per cent. of cures, and an increased
list of mortality. <? f course there should be careful avoidance of any thing
approaching extravagance; but for the proper and speedy accomplishment of such pur- ,
poses as we have in view, it seems to us that liberal expenditurea are, in the long run,
the best economy.
Entertaining, tben, as we do, these opinions, and considering that in the present distracted
state of the country there will be an increase in the number of our inmatesthat
there will be increased cost for all articles of consumption and a higher salary for
labor of all kinds, it is estimated that for the ensuing year the expenses of carrying
on this establishment will be at least seventy thousand dollars.
! HPRoVEMENTs.- We have put up 485 feet of new iron pipe, extending t'rom the
boiler to the wards- removed the old two inch slush- pipe that ran from the sinks to the
sewer and replaced it with Corty feet of six inch iron pipe- put at the pump of the well,
to supply the place of a smaller and worn out one, a boiler thirty- six inches in diameter
and twelve feet long- replaced a nine inch pipe one hundred and sixty- seven feet
long, extending from boilers to main building, by one of five and a half inches diameter-
removed sixty- five feet ~ f six inch pipe and sixty- four feet ef four inch pipe from
the north wing of the house, connecting the heating coils with bands, thereby dispensing
with that amount of main pipe, and transmitting the steam directly through
coils- have partitioned off the heating chambers, nine in number, in the north wing,
reducing their capacity one half, with the object of having them conform , in size with
the fiue that transmits the hot air to the wards, so that the air might be heated and
circulated more rapidly- and have replaced one benoh of retorts in the gas honse, the
old one having burned out. In making the ohauge we reduced the oven so as to require
but two retorts where there were formerly three, thus saving IlOmething in expense,
while all other purposes were fully answered.
In addition to these improvements we have done what we oould to adorn and bea'utify
the surrounding premises.' We have graded and sodded a large. amount of
grouQds in front of the building, laia down twenty- seven hundred feet of six inch drain
pipe, graded and graveled several roads, planted three hundred shade and evergreen
trees, excavated half the earth neoollS& 1" J for the lake, and planted large numbers of,
fiowers and shrubs.
It would lead to improvements of the greatest importance to the institution if we
could procure the Poor farm of seventy- three acres' , which adjoins our premises. it'

much needed for pasturage for stock, for vegetable gardens aud otber purposes.

struction. So strongly are we impressed witb this idea, that it is intended, should it
be permitted us, to fully test these expedients during the coming year.
Yet we would not have it supposed that we dispense with the proper ehecks upon
our patients and allow them too broad a liberty for them to indulge the whims and vagaries
of their disordered intellects. We think it a fact established beyond dispute,
that a deranged person who is obliged to submit to a certain degree of restraint in a
well regulated asylum, has a ten · fold better chance of a speedy recovery, than OD8
who is allowed to pursue all the dictates of a disordered fancy, unchecked by authority
and discipline. With, therefore, a view to the cure of our patients, we regard restraint,
under BOme modification or other, as of primary importance. And eve'll in
those instances where the disease has passed beyond the hope of cure, it is still or groat
ftlue to the well- being of the patient, and to thoee who are about him.
Considering how much we are the creatures of habit, it might naturally be believed,
and experience justifies the expectation, tbat even hopeleea madmen might be benetited
by bringing their aotions into a system of regularity.
It might, to be sure, on the other hand. be supposed that, as thought precedes action,
whenever the ideas are incoherent the actiona will alBO be irregular. Most prob.-.
ably this would be 80 if uncontrolled; but C1WItom confirmed into habit, soon destroysthis
propensity, and renders many deranged people correct in their behavwr, thollgh
they remain exceedingly disordered in intellect. There are to be found in the a~ ylum
a Dumber of patients whose ideas are in the most disordered state, who yet act upon
Ord~ Dary occasions with great steadiD~ ss and propriety, and are capable of being trusted
to a conliderable extent.
We cannot omit to mention the general good conduct and faithful discharge of duly

We are highly gratified in being able to show, by the above statements, how ndmiraÂbly this Instituti~ n is fulfilling the hopes of. those who l! l; bo!~ d for the authority t() create it; and how well it. subs. erves the Weres~ of society . in. the management and cure of the insane. It will be noticed that. the income arising from pay pntients has been nearly doubled tbis yoar j which, as before stated, has reduced our expenses materially j and we exÂt pect this source of revenue to be increased from year to year j for every comfort exi ts in this Ine~ itution for the aocommodation of patients Crom a distance. Every { fort is still made to give profitable employment to the inmates. About sixty per cent. are engaged every day in various ways within the building and on the grounds, which adds to their health and mental improvement. A large amounb oC out · door labor is per( ormed by our patients . . We again urge the necessity of additional grounds for agricultural and horticultural purposes. The expenses of the Hous could not only be reduced by the labor of inmates, but a general improveÂmeat inure them. Frequent applications are made for the use of this Institution for insane colored people j but we have no pOlfer to grant any relief, as this Asylum IS organized for the use of whites only j and thus these poor unfortunatel are eiiher confined in the county: prillon, or otHer publi buildings quite unfitted for their proper treatment. The poeT- farm of this oounty, containing seventy- three acres, adjoins the grounds of 6 Longview, and if the Legislatur will grant such aid to our Commissioners as will enable them to purchase a more suitable poer- fa. rm, they a. re not only willing, but anxious to convey the present one to this Institution; and such addition would furÂnish us with all the additional ground we need for farming and gardening, and such changes could be made, at small expense, of buildings now on the farm, as would enable us to construct an asylum for colored insane, as an appendagQ to Longview, and bring it under its administration. The Superintendent has again and again called the attention of the Legislature to this subject; but thus far without securing any attention. We humbly pray that iii may not any longer be passed over without notice. The term of service ot T. F. Eckert, Esq., expired in June last, and Mark E. Reeves, Esq., was appointed in his stead. l\ fr. Eckert has been in the Board from its organization, and it gives, us pleasure to bea. r testimony to the efficiency and faithÂfulness with which he has discharged his duties as a Direlltor on the part of the oouty. The duties of Assistant Physicians have been weU performed by Doctors J. B. Hall and J. W. Mack. The Steward, Mr. Thorburn, has earefully conducted bis department during the year. In our weekly visits we have examined his accounts and vouchers, and have found them, always, correct. Mr. David Stickney, the Engineer, has completed, mostly. the alterations ir; t the machinery and heating apparatus which we referred to in ~ ur last report, and the reÂsult fully justifies the economical ends which he proposed. His serviC08 during the year have been highly satisfaetory. The office of l\ latren, 80 long vacant, the Boaad has fiUed by appointing Mrs, Louisa W. Jones, a lady of superior qualifications, and who is zealously engaged in her duties. Rapid progress has been made in the improvement of tho grounds; all by the labor of the inmates. We beg to repeat what we said a year ago: that from frequent personal inspection. we can assure you of the excellent manner in which the aft'airs of the Institution are mauaged; the admirable order; the perfect cleanliness; the watchfulness of ex~ ndi. ture; the cheerf1l1 discharge oC duty by every offioor and employee in the Asylum; and of the tender care, kindness of manner and real sympathy manifested by all toÂwards the unfortunate inmates. The following ~ bular statements contain, it is believed, all the more important facts which it is thought necessary to present for your examination. At the da of our last report there were 346 patients in the Asylum. Since then 130 have been admitted, 120 have been discharged or died, leaving 356 under treatÂment at present . . The total number of patients during the year was 476; the highest number at any one time, 376; the lowest, 344; and the average for the whole period, 361. , The number of males was 248, and of fomales, 228. The highest number of male. wu 188, and of females, 191. The lowest number of males was 168, and of females, 175. At the commencement of the year there were 169 males and 177 females; as present there are 179 males and 177 females. The number of males admitted during the year was 79, and of females, 51. We have not been visited by any of the epidemics prevailing in the neighborhood. But little di& Âease of any kind has originated in the house, and the m rtalityamong inmates is nine less than that of the previous year. Of the whole of twenty- two who died, there were but three cases of acute disease. Among them were a carriage, a pair of horses and harness, whioh cost eight . hundred and fifty dolÂlars- forty thousand bushels of coal at twenty cents per bushel- and twelve acres of laDd for which we paid four thousand six hundred aDd sixty dollars. Making a fair allowaDce for these itema alone, and it will be perceived that the cost for keeping our inmates is reduced to a very low rate, especially wheu we consider the iDcreased price of produoe, grooeriea, dry goods, ~ d, indeed, of nearly every thiDg we consume. 15 11 In estimating the expense of an institution like this, we must never lose sight of the objects for wbich it is established and the results of its operation. This is not a. place of mere custody for incurables, to be subsisted on the smallest possible allowance, but a noble charity intended for the best care and cure of the poor afflicted, and their speediest restoration to their friends and society. For the accomplishment of these great ends, sO many means and agencies are required that extensive outlays become I absolutely unavoidable. It is not permitted us to make comparisons between the exÂpenses and results of this asylum and others of a similar character; but this we think may be saCely affirmed, namely, that where the costs of support are less than ours there is generally, also, a corresponding decrease in the per cent. of cures, and an inÂcreased list of mortality. f course there should be careful avoidance of any thing approaching extravagance; but for the proper and speedy accomplishment of such pur- , poses as we have in view, it seems to us that liberal expenditurea are, in the long run, the best economy. Entertaining, tben, as we do, these opinions, and considering that in the present disÂtracted state of the country there will be an increase in the number of our inmatesÂthat there will be increased cost for all articles of consumption and a higher salary for labor of all kinds, it is estimated that for the ensuing year the expenses of carrying on this establishment will be at least seventy thousand dollars. ! HPRoVEMENTs.- We have put up 485 feet of new iron pipe, extending t'rom the boiler to the wards- removed the old two inch slush- pipe that ran from the sinks to the sewer and replaced it with Corty feet of six inch iron pipe- put at the pump of the well, to supply the place of a smaller and worn out one, a boiler thirty- six inches in diameÂter and twelve feet long- replaced a nine inch pipe one hundred and sixty- seven feet long, extending from boilers to main building, by one of five and a half inches diameÂter- removed sixty- five feet ~ f six inch pipe and sixty- four feet ef four inch pipe from the north wing of the house, connecting the heating coils with bands, thereby disÂpensing with that amount of main pipe, and transmitting the steam directly through coils- have partitioned off the heating chambers, nine in number, in the north wing, reducing their capacity one half, with the object of having them conform , in size with the fiue that transmits the hot air to the wards, so that the air might be heated and circulated more rapidly- and have replaced one benoh of retorts in the gas honse, the old one having burned out. In making the ohauge we reduced the oven so as to reÂquire but two retorts where there were formerly three, thus saving IlOmething in exÂpense, while all other purposes were fully answered. In addition to these improvements we have done what we oould to adorn and bea'uÂtify the surrounding premises.' We have graded and sodded a large. amount of grouQds in front of the building, laia down twenty- seven hundred feet of six inch drain pipe, graded and graveled several roads, planted three hundred shade and evergreen trees, excavated half the earth neoollS& 1" J for the lake, and planted large numbers of, fiowers and shrubs. It would lead to improvements of the greatest importance to the institution if we could procure the Poor farm of seventy- three acres' , which adjoins our premises. it' 18 much needed for pasturage for stock, for vegetable gardens aud otber purposes. So strongly are we impressed witb this idea, that it is intended, should it be permitted us, to fully test these expedients during the coming year. Yet we would not have it supposed that we dispense with the proper ehecks upon our patients and allow them too broad a liberty for them to indulge the whims and vaÂgaries of their disordered intellects. We think it a fact established beyond dispute, that a deranged person who is obliged to submit to a certain degree of restraint in a well regulated asylum, has a ten · fold better chance of a speedy recovery, than OD8 who is allowed to pursue all the dictates of a disordered fancy, unchecked by authorÂity and discipline. With, therefore, a view to the cure of our patients, we regard reÂstraint, under BOme modification or other, as of primary importance. And eve'll in those instances where the disease has passed beyond the hope of cure, it is still or groat ftlue to the well- being of the patient, and to thoee who are about him. Considering how much we are the creatures of habit, it might naturally be believed, and experience justifies the expectation, tbat even hopeleea madmen might be beneÂtited by bringing their aotions into a system of regularity. It might, to be sure, on the other hand. be supposed that, as thought precedes acÂtion, whenever the ideas are incoherent the actiona will alBO be irregular. Most prob.-. ably this would be 80 if uncontrolled; but C1WItom confirmed into habit, soon destroysÂthis propensity, and renders many deranged people correct in their behavwr, thollgh they remain exceedingly disordered in intellect. There are to be found in the a~ ylum a Dumber of patients whose ideas are in the most disordered state, who yet act upon Ord~ Dary occasions with great steadiD~ ss and propriety, and are capable of being trusted to a conliderable extent. We cannot omit to mention the general good conduct and faithful discharge of duly of tbOll8 employed in the asylum. .
