photograph
of
Huffman
Dam
,
located
on the
Mad
River
near
Fairborn
,
Ohio
, was
taken
on
January
22
,
1922
.
Huffman
Dam
is
part
of the
Miami
Conservancy
District
, and was
constructed
to
store
floodwaters
in the
event
of a
disastrous
flood
in the
Miami
Valley
. The
dam
is
3,340
feet
long
and
65
feet
high
. This
photograph
is
10.5
x
6.25
"
(26.67
x
15.88
cm)
.
Following
the
1913
flood
that
devastated
the
Miami
Valley
, a
vigorous
movement
for
flood
protection
began
in
Dayton
. A
group
of
prominent
businessmen
and
civic
leaders
,
led
by
National
Cash
Register's
John
H
.
Patterson
,
formed
the
Dayton
Citizen's
Relief
Commission
. The
commission
quickly
raised
a
$2
million
Flood
Prevention
Fund
and
employed
Arthur
Morgan
,
who
later
was the
first
director
of the
Tennessee
Valley
Authority
, and the
Morgan
Engineering
Company
to
develop
a
flood
protection
plan
for the
city
of
Dayton
.
After
some
preliminary
survey
work
,
Morgan's
engineers
concluded
that
effective
flood
protection
was
too
large
an
undertaking
for
one
community
and would
require
the
cooperative
action
of the
entire
Miami
Valley
.
Since
Ohio
did
not have a
law
that would
permit
a
regional
cooperative
undertaking
of this
nature
, the
Conservancy
Act
of
Ohio
was
prepared
and
passed
by the
legislature
on
February
14
,
1914
. The
day
after
the
governor
signed
the
act
, a
petition
was
filed
in the
court
of
common
pleas
of
Montgomery
County
asking
for the
establishment
of the
Miami
Conservancy
District
. In
late
March
1913
, an
unusually
heavy
rainstorm
moved
into the
Miami
Valley
.
It
rained
steadily
for
five
days
and the
streams
of the
valley
rose
rapidly
. By the
third
day
of the
downpour
,
levees
were
overtopped
and
many
towns
suffered
disastrous
flooding
.
Dayton
,
situated
at the
confluence
of the
Mad
,
Stillwater
, and
Great
Miami
Rivers
, was
especially
hard
hit
.
Parts
of the
city
including
the
downtown
area
lay
beneath
as
much
as
13
feet
of
water
and
thousands
of
people
were
marooned
for
three
days
on
rooftops
and in
attics
.
When
the
flood
waters
receded
,
tons
of
mud
and
debris
covered
the
streets
,
homes
,
businesses
and
factories
of
Piqua
,
Troy
,
Tipp
City
,
Dayton
,
West
Carrollton
,
Miamisburg
,
Franklin
,
Middletown
, and
Hamilton
. The
death
toll
stood
at
361
.
Property
damages
were
well
over
$100,000,000
and
65,000
were
forced
to
temporarily
leave
their
homes
.
