St
.
Clair
was
born
in
Scotland
and
served
in the
British
Royal
Army
during
the
French
and
Indian
War
.
Settling
in
Pennsylvania
, he
served
in
several
colonial
offices
, but at the
outbreak
of the
American
Revolution
joined
the
American
cause
.
St
.
Clair
sacrificed
his
large
fortune
raising
troops
for the
war
. He
rose
to the
rank
of
major
general
.
Accused
of
negligence
during
the
battle
of
Ticonderoga
, he
demanded
a
court-martial
and was
exonerated
.
Later
he
served
as
George
Washington's
aide-de-camp
at the
battles
of
Brandywine
and
Yorktown
.
St
.
Clair
became
the
first
governor
of the
Northwest
Territory
in
1787
, a
position
he
did
not
desire
, but
one
that he
hoped
would
restore
his
fortune
. His
tenure
as
governor
was
rocky
.
American
Indian
tribes
,
angered
that
delegates
had
ceded
lands
to the
U
.
S
.
government
without
authorization
,
threatened
a
full-scale
war
.
Leading
hastily
organized
troops
against
the
American
Indians
in
November
1791
,
St
.
Clair's
troops
suffered
a
crushing
defeat
in
which
more
than
half
of his
men
were
killed
. A
Federalist
,
St
.
Clair
supported
a
narrow
interpretation
of the
Northwest
Ordinance
,
leading
to
frequent
clashes
with the
Territorial
Legislature
.
Believing
that the
settlers
were not
qualified
for
self-government
, he
supported
the
creation
of
two
states
,
which
would have
slowed
Ohio's
admission
to the
Union
.
St
.
Clair's
opposition
,
led
by
Thomas
Worthington
,
Edward
Tiffin
,
Nathaniel
Massie
, and
other
Jeffersonians
from
Chillicothe
,
asked
the
president
that he be
removed
from
office
. On
November
22
,
1802
,
Thomas
Jefferson
dismissed
St
.
Clair
,
who
returned
to
Pennsylvania
,
where
he
died
penniless
.
